
Ilir Rrapaj, the controversial businessman of the most talked about concession in health, that of Sterilization, which started with the first Rilindash government, has been found by the police in Dhërmi and has been shot to the cell by order of SPAK. Along with Rrapaj, who, according to the first evidence, had refused to appear before the Special Prosecutor's Office, that is why he was forcibly taken after an order issued on June 23, so seven other officials were also prosecuted together with him. The former deputy minister of health, Klodjan Rjepaj, has also been charged with the concession, which should have cost 100 million euros at the start. "House arrest" has been imposed on Saimir Kadiu, economic director at the Ministry of Health, and Marsela Serjanaj, legal director at this institution.
Surgeon Arben Gjata, chief of surgery and rector of the University of Medicine, is required to appear. The same measure has been decided for Naile Ajazi, Genc Byrazer and Petro Mersini, former General Director of the Hospital Service in the Ministry of Health. The charges against them are forgery and abuse of office.
Since the beginning of 2015, when the procedure for this concession was opened with the signature of the former Minister of Health Ilir Beqja, the purpose of which was to supply operating rooms in public hospitals with the tools that surgeons needed, many in the media, in opposition and among doctors talked about a robbery. There were several reasons. First, the concession was being given to the Rrapaj company, which was not specialized in this field. It had a capital of 1 thousand euros, was registered in Pristina and this businessman had achieved his greatest success with a construction company with one insured worker in Perugia, Italy. He had returned to Albania thanks to acquaintances with Ilir Beqe. The former minister at that time initially denied knowing the Italian immigrant, but only after the Birn agency discovered the joint photos, Beqja changed the version.
From the beginning, the awarding of the 100 million euro concession sparked debate, as the company that lost the competition complained that Investital LLC of Rrapaj had given an offer that exceeded the fund limit. The competing company claimed that the choice made by the Ministry of Health would cost the state nearly 20 million euros more in 10 years.
But the connections of this controversial businessman who graduated from medical school and returned from Italy with the arrival of Renaissance in power, where he participated on November 22, 2013, in the "Say Yes to Albania" initiative, held at the Brigades palace in Tirana. organized by the government was not only with the former minister.
During this activity, he also remembered a photo with Edi Rama who then took the initiative to return the cream of the doctors to Albania. In fact, only Rrapaj, which would benefit from Albanian taxes, returned. Even after the concession was awarded to Investital LLC, where he owned 40%, the problems did not end.
When the concession began to be applied, the doctors raised the alarm. They complained that the costs were too high and there was waste, because to use even a single tool, the entire set provided by the private company, which cost an average of 400,000 ALL, was paid for. So the private person received this money even when a simple mole removal was performed, or a normal birth at the maternity hospital, which does not need a lot of equipment. How absurd this situation was was simply presented by the surgeon Artan Koni, who was one of the first to denounce this concession to SPAK within the framework of the Knitting Initiative.
