Pursuant to an instruction of the IMF, the World Bank, the Act-Agreement with the judicial bodies on the prohibition of CASH money, Edi Rama ordered that pensions be given through banking.
According to Bablok, the centralization of pension payments through the bank is a measure within the fight for monetary control and avoiding abuses in the insurance scheme.
The decision is right, but it is a paradox and not a real measure, to avoid payments of monetary transactions in CASH; that this war is starting with pensions and not with preventing the actual flow of billions circulating outside the banking system in Albania.
We are talking about the builders of palaces, towers, resorts, farms, hotels, shopping centers and residential complexes, who operate with financing of millions of Euros, which the construction companies do not transfer to the banks and do not declare.
According to reports, referring to investments by construction companies, it turns out that during 2022, 775 million Euros were used outside the banks, while in 2023 the figure was almost 1 billion Euros.
These illegal financings have been found in investment companies for the construction of HPPs, towers, resorts, agricultural-livestock farms, hotels, shopping centers, factories and residential complexes with residential villas, which build large works on financing outside banks.
Especially from the so-called "Strategic Investors" individuals, who create "Sh.pk" companies with 100,000 ALL declared capital, while within a month they receive permission from the government and start building resorts, villa complexes and towers with a financing value of over 100 million Euro.
For example, former minister Olta Xhaçka is building the "Dreamades Luxury Suites" resort in Himarë worth 85 million Euros, without passing this amount through the bank and without declaring the source; while the government, when it granted the "Strategic Investor" permit, did not ask for the source of funding.

A typical case of money in bags outside the banks are the factories of Gjergj Luca; 4 "Lura" villa complexes of Dod Doci in Lalz; the "Toptani" center in Tirana and Bashkim Ulaj and the 2 resorts of Lenc Gjikuria in Himarë.
The clearest indicator of the investment of billions outside the banking channels are the Tirana Clock tower by Dajlan Avdia, partner of Fidel Ylli; the "Exposition" tower with 100 floors of the "Bol" of cocaine Ervin Mata and Albana Vokshi's husband; the towers of the lake, etc. etc.
