Oligarch Bashkim Ulaj has sent around 100 police forces to the village to terrorize residents and force them to move out of the homes and properties they have had on paper for years.
On December 30, 2024, Edi Rama granted oligarch Bashkim Ulaj the status of strategic investor to build a tourist resort with villas in the Velipoja area. Ulaj, with the Prime Minister's signature, was granted the right to use 10 thousand m2 of beach for 30 years, tax-free, while the area where the tourist village will be located is 147 ha.
Three months after this decision, the residents of Baks-Rrjoll in Velipoja faced police terror, as they refused to hand over their lands and properties to the oligarch Edi Rama. The residents claim that they have ownership documents for the lands and properties, while a police fence stands in front of them.
The following video published by "JOQ" shows the sequences of the clashes, while residents of the area accuse the police and representatives of "Gener2", Ulaj's company, of evicting them from their homes.

Residents say that the oligarch of the "Gener 2" company has forged documents and claims to have purchased the land where his tourist village named "Blue Borgo" will be built.
This tourist village will be built on the border between Rana e Hedhun and the Baks-Rrjoll area in Shkodra and has an area of 147.2 hectares.
But since the state does not provide all this space, a strategic investor like Ulaj has begun to terrorize the villagers, taking away their livelihood, as many of them have quit their jobs today to protest and protect their property.
Meanwhile, it must be said that Rana e Hedhun has been practically privatized by the oligarch Baç Ulaj, as in addition to granting the Thumanë-Kashar concession that makes it easier to get to Lezha, it will now take vacationers to his tourist resort faster, according to the denunciation published by "JOQ".
Bashkim Ulaj is one of the oligarchs who once appeared alongside former Prime Minister Sali Berisha and was considered one of the supporters of the Democratic Party, especially in election campaigns. But he soon seemed to acclimate to the new government boss, and continued to receive concessions and projects, while today he is considered one of Rama's confidants, among the oligarchs who laid the foundations and built the first floors of their empire with Sali Berisha's power.
During 2024 alone, Edi Rama gave 4 gifts worth a total of 2 billion Euros in tenders, assets, road concessions, TECs, and 13 construction permits for towers, resorts, and palaces to the builder Bashkim Ulaj.
Ulaj obtained the 54 million Euro concession with VAT, without competition, for the improvement of the 13.5 km long Milot-Thumanë road segment, on behalf of the company "Gener 2" and "Illyrian Consulting Engineers" and "IDK Konstruksion", which are under his control.
Also, the oligarch Bashkim Ulaj was given the right by Edi Rama to tax vehicle drivers for passing on the Thumanë-Kashar road for 35 years with a total value of 1.3 billion Euros in profit, of which he will take 100% for himself, but according to the contract with the government, the fees can increase every 5 years.
Also from Rama, Bashkim Ulaj was granted permission to build the "Fier Thermoelectric" gas and oil-fired TEC in Roskovec, with a term of 30 years, and state land was also donated; which will produce and sell electrical energy to Greece, through the firm "Gener 2" and two Greek firms, which are said to belong to Bashkim Ulaj.
For all the projects benefiting from Bashkim Ulaj, there have been citizen reactions and protests, but what is a fact is that the opposition led by Sali Berisha, as rarely happens in cases of such causes, has not joined, has remained silent, or has tried to change direction.
The same thing is expected to happen in the specific case, that of the residents of Baks-Rrjoll in Velipoja, who claim that their properties are being robbed, while they were confronted by the police put in the service of the oligarch. /Pamphlet/
