The former deputy of the Socialist Party, Artan Gaçi, now a strategic investor in the south of Albania, appeared today for several hours at SPAK, the Special Prosecutor's Office against Corruption.
The husband of the socialist deputy and the recently dismissed former minister for Europe and Foreign Affairs, Olta Xhaçka, has been accused of forging documents of the property he bought for investment, cooperating with Jorgo Goro, the acting mayor of Himara Municipality.
The day before, Mr. Goro also appeared at SPAK for a few hours.
Already a strategic investor for tourism in the south of Albania, the former deputy of the Socialist Party, Artan Gaçi, the husband of the socialist deputy and the recently dismissed former minister for Europe and Foreign Affairs, Olta Xhaçka, has appeared today in the Special Anticorruption Structure, SPAK, where he stayed for several hours.
Former minister Xhaçka and her husband, the acting mayor of Himara Municipality, Jorgo Goro, and a resident of Dhërmi have been reported to SPAK for abuse of office and falsification of documents by the elected mayor of Himara Fredi Beleri.
This criminal report is believed to be the reason that one after the other, Goro yesterday and Gaçi today were interrogated for several hours by SPAK.
The complaint states that these persons, in cooperation with the District Council and the real estate office in Vlorë, in March 2019, forged ownership documents on a piece of land in the village of Gjileke in the Municipality of Himara, in open violation of the land law. and other property laws.
According to the report, these falsifications of documents were carried out to secure the purchase of this land by former MP Gaçi, who received the status of a strategic investor.
The Acting Mayor of Himara Municipality, Jorgo Goro, was in SPAK for a few hours yesterday, as the report has placed him at the center of suspicions of abuse of office and falsification of documents, in cooperation with the investor Gaçi and other persons.
Even the member of parliament Xhaçka, at that time the minister of defense and then of foreign affairs, is alleged that with her inaction, by not declaring the conflict of interest, as the wife of the investor, she has benefited from property rights and illegal benefits, she has benefited from the right to free use of state assets for which ordinary citizens pay tax obligations, which according to the laws do not belong to them, especially since the strategic investment was made on a property with false documents.
SPAK is still not clear if it will also call MP Xhaçka to give explanations, but on this matter the opposition has asked the Assembly and then the Constitutional Court to accept the incompatibility of her mandate as a deputy due to the violation of the conflict in the case of her husband's investment.
According to the demands of the opposition MPs addressed to the Constitutional Court, Mrs. Xhaçka should no longer hold the mandate as MP, since according to them, her husband has benefited from state property.
The event has to do with a company of her husband Artan Gaçi, and the project for the construction of a hotel in the Dhërmi area on private land.
The company has acquired the status of a strategic investor and, as a result, the right to use a beach area on the south coast. The Democrats say that according to the law, the benefits of the husband are considered the benefits of the minister herself.
Deputy Xhaçka has rejected these accusations, however the Constitutional Court overturned the decisions of the Assembly, which refused to send to that court the case on the incompatibility or not of the mandate of the deputy.
After that, the Assembly is obliged to forward the case to the Constitutional Court, which has the competence if the deputy is in invalidity and the end of the mandate as a legislator.
The Assembly and the Court are dealing with the issue of the deputy's mandate, while the complaint to SPAK may lead to a thorough investigation of the issue of the strategic investor, the conflict of interest, to which was added the suspicion of falsification of documents and abuse of office./VOA
