The concreting of Theth, Rama continues the clash: We will seize the

Prime Minister Edi Rama continues the clash regarding the concreting of Theth, while warning that the Government is preparing to denounce Shkodra Prosecutor, Elsa Gjeli, to the High Prosecutorial Council.

According to Rama, the failure to initiate criminal proceedings against the concrete mixer in Theth is a scandal, and in this context, the Prime Minister seems to have engaged the Government to address the KLP, the government of prosecutors, to take measures against the Shkodra prosecutor.

And another warning from Rama is the seizure of the cabins of the tourist village, of the one Rama calls the criminal who wounded Theth.

" Of course, all the cabins of the "tourist village" of the criminal who wounded Theth will be taken by the state and the Shkodra Municipality team will not leave Theth without healing the heart of the magical town, while the Ministry of Justice is preparing to denounce the "Gjeli" scandal to the High Prosecutorial Council ," Rama wrote in a recent post.

The Prime Minister's reaction came after an official statement from the Shkodra Prosecutor's Office, which defended Prosecutor Gjeli.

" In the specific case, from the full assessment of the facts and procedural acts, it was found that the facts referred to by the state police do not constitute illegal construction within the meaning of Article 199/a of the Criminal Code, for the reason that:

-The structures found and referred to by the police were temporary containers without foundations, placed on stone slabs, and as such do not meet the criteria to be considered a construction object according to the standards set out in Law No. 107/2014 "On territorial planning and development", as amended.

The Police themselves, in the report of the inspection of the scene, stated that the containers were not placed on concrete foundations, but were placed on cut stone slabs.

-According to Article 7, point 3, letter "i" of the Council of Ministers No. 408, dated 13.05.2015, as amended, structures that are installed for immediate and/or temporary needs, without foundations and with demountable materials, do not require a building permit, but only a prior declaration.

"The IMT itself, the Municipality of Shkodra, in its letter to the Judicial Police, classified the fact as an administrative offense, not as a criminal offense, and under these conditions, the institutions responsible for managing the territory should have acted ," the prosecution stated.

Meanwhile, earlier, Edi Rama accused Prosecutor Elsa Gjeli, stating that her decision had left him speechless.

" Since I sought to understand more, I came across a decision by a prosecutor, Ms. Gjeli, that left me speechless. I shared the decision with several others to understand what I could not understand, but the reaction of others was also speechless. And I am reading to you how Ms. Gjeli, a prosecutor from the very well-paid corps with Albanian taxes, who is supposed to protect the common assets of this people, the treasures of this country, from individuals like the one who wounded Theth, in total violation of every kind of norm of coexistence in this country and flagrant violation of a number of laws since it is a protected area , "said Edi Rama.
