Joe Biden states that he took this decision after seeing the continuous efforts of some individuals to challenge the sovereignty and territorial integrity of the nations of the Western Balkans and their involvement in significant corruption that erodes the rule of law and trust in democratic governance.
The outgoing President of the USA, Joe Biden, has issued an executive order to sanction officials or former officials who undermine democratic processes in the countries of the Western Balkans.
In the order issued just 12 days before leaving the office of the president, Joe Biden states that he took this decision after seeing the continuous efforts of some individuals to challenge the sovereignty and territorial integrity of the nations of the Western Balkans and their involvement in significant corruption that erodes the rule of law and trust in democratic governance.
" President of the United States of America, in view of events in the Western Balkans, including the continued efforts of individuals to challenge the sovereignty and territorial integrity of the nations of the Western Balkans, to undermine post-war agreements and institutions, to engaged in significant corruption that erodes the rule of law and confidence in democratic governance, and to evade United States government sanctions and take additional emergency-related steps announced in Executive Order 13219 of June 26, 2001... and expanded in scope by Executive Order 14033 of June 8, 2021, (Freezing the Property and Suspension of Entry into the United States of Certain Persons Contributing to the Destabilizing Situation in the Western Balkans) , the executive order states.
The order announced on January 8, 2025 on the official website of the White House, expands the previous measures, introducing as part of the sanctions the assets and activities of individuals who are involved in destabilizing actions and massive corruption in the Western Balkans region.
"Responsible or complicit in, or involved or attempted to be directly or indirectly involved in actions or policies that threaten the peace, security, stability or territorial integrity of any area or state in the Western Balkans; (ii) being responsible or complicit, by including involvement in development, or directly or indirectly engaged or attempted to engage in actions or policies that undermine democratic processes or institutions in the Western Balkans.... Be responsible or complicit in, or has directly or indirectly engaged in or attempted to engage in corruption related to the Western Balkans, including corruption by, on behalf of, or otherwise associated with a government in the Western Balkans, or a current official or former government at any level of government in the Western Balkans, such as misappropriation of public assets, expropriation of private assets for personal gain or political purposes, or bribery ," the executive order further states.
The order makes it clear that all persons who aid, direct or operate covertly with US sanctioned persons or businesses will become subject to DASH sanctions, including spouses and adult children.
“.. .be a director, officer or member of an entity, including a governmental entity, that has engaged or attempted to engage in any of the activities described in subsections (1)(a)(i)-( v ) of this order, or whose properties and interests in property are blocked pursuant to this order... Has materially assisted, sponsored or provided financial, material or technological support, or goods or services or in support of any person, property and the interests of whose property has been frozen pursuant to this order... Be owned or controlled by, or have acted or purport to act for or on behalf of, directly or indirectly, any person, property and property interests of which are frozen in accordance with this order... own or control, directly or indirectly, any person whose property and interests in property are frozen in accordance with this order; or be the spouse or adult child of any person whose property and interests in property are frozen pursuant to subsections (1) (a) (i) - (v) of this order ," the executive order concludes./ pamphlet

Seksioni 1. Ndryshimet në Urdhrin Ekzekutiv 14033. Urdhri Ekzekutiv 14033 ndryshohet duke shënuar seksionin 1 dhe duke futur, në vend të tij, sa vijon:
“Seksioni 1. (v) be responsible or complicit in, or have directly or indirectly engaged in or attempted to engage in corruption in relation to the Western Balkans, including corruption by, on behalf of, or otherwise associated with a government in the Western Balkans, or a current or former government official at any level of government in the Western Balkans, such as misappropriation of public assets, expropriation of private assets for personal gain or political purposes, or bribery; (vi) is a director, officer or member of an entity, including a government entity, that has engaged or attempted to engage in any of the activities described in subsections (1)(a)(i)-(v) of this order, or whose properties and interests in property are blocked pursuant to this order; (vii) has materially assisted, sponsored or provided financial, material or technological support, or goods or services to or in support of any person whose property and property interests are frozen pursuant to this order; (viii) be owned or controlled by, or have acted or purport to act for or on behalf of, directly or indirectly, any person whose property and interests in property are frozen pursuant to this order;
(ix) own or control, directly or indirectly, any person whose property and interests in property are frozen pursuant to this order; or (x) is the spouse or adult child of any person whose property and interests in property are frozen pursuant to subsections (1)(a)(i)-(v) of this order. (b) The prohibitions in subsection (a) of this section apply except to the extent provided by statute, or in the regulations, orders, directives, or licenses that may be issued pursuant to this order, and notwithstanding any contract entered into or any license or permission granted before the date of this order.”
Sec. 2. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) authority vested by law in an executive department or agency, or its head; or (ii) the functions of the Director of the Office of Management and Budget in relation to budgetary, administrative or legislative proposals. (b) This order shall be implemented in accordance with applicable law and subject to the availability of budget appropriations. (c) This order is not intended to, and does not create, any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees , or agents, or any other person.
