The Greek newspaper Ekathimerini has written again about Fredi Beleri, who was arrested before the elections for buying votes.
The Greek newspaper writes that the swearing-in ceremony of the elected mayor of Himara, Fredi Beleri, scheduled for Tuesday, cannot take place while he is still in custody.
According to Albanian legislation, a deputy mayor, appointed by a council of ministers controlled by the ruling Socialist Party, will have to take office.
This means that he will be a supporter of Albanian Prime Minister Edi Rama, who will lead the municipality of Himara until further notice.
According to Albanian law, the investigation and questioning related to the case of Beler, who was arrested last month a few days before the municipal elections, is continuing until the file is completed and his case goes to court.
An Albanian prosecutor has mentioned a "criminal precedent" regarding the non-release of Beler.
In particular, he said that Beleri was penalized in 2003 for "insulting the symbols of Albania" and that he had left the country and returned only after the statute of limitations expired.
Beler's appeal to be released from detention was rejected again last week and it was announced that he would appeal to the Supreme Court on the same request.
The rejection of the release request "directly impedes his oath and raises deep concerns about the real objectives behind his pursuit", the Greek Foreign Ministry said.
Beleri has been in prison for 40 days after being accused of buying votes.
