These are the most frequently heard phrases in recent days from the Prime Minister and the authorities. But in fact, this is a reform that began a year ago and several laws and government decisions have been approved to reorganize the inspectorates according to the European Union model.

Inspectorates will no longer depend on ministries and the appointments of inspectors will no longer depend on politics, but on the General Inspectorate, which will also include former AKU, territorial protection and health specialists. This reform was announced a year ago by Prime Minister Edi Rama.

Inspector General, Shkëlqim Hajdari, explained in an interview for Top Channel all the one-year work on reforming the inspectorates. The new inspection law will reduce the number of controls in businesses. Also, for the first time, inspectors, before imposing a fine, will advise and warn the business. Because the goal is not punishment, but awareness.

" Three become large inspectorates. AKU merges with AKVMB, fishing and plants, and becomes one inspectorate, so the number of inspections is reduced, where four inspectors will go. And it increases concentration. IKMT becomes a large inspectorate and includes the protection of the territory, forests, waters, the environment and cultural heritage and protected areas. So they merge together, the burden on business is reduced. The health inspectorate will partially merge with the inspection of medicines and fences ", says Hajdari.

Chief Inspector, Shkelqim Hajdari, says that the time when institutions that should guarantee food safety were led by lawyers or electricians is over. Only specialists in the relevant field will be placed at the head of the inspectorates. Meanwhile, the conditions are ready, according to Hajdari, for the construction of an online system with real-time cameras, to cover all construction sites in Albania.

" In Albanian inspectorates, there will no longer be people who do not connect education with inspection. So there will be engineers: environmental engineers, food engineers, forestry engineers and architects ," he said.

The Inspection Law comes as an EU directive. But for this law to immediately begin its function, the government must first approve the 11 bylaws, and for this it must hurry, because otherwise we will find ourselves facing a legal collapse.

" The European-level reform that is part of Albania's integration is the merit of Prime Minister Edi Rama, where we will make the entire inspection body autonomous. We will accept the risk that in this part of the service there is no party, but professionals, and people who have seen inspection as a means of profit will be expelled ," he added.

In 2026, construction of the new 11-story multifunctional building of the General Inspectorate is expected to begin, to accommodate 750 inspectors, out of a total of 1,500. It will include their central directorates and the Tirana regional directorate, as well as storage areas with laboratory conditions for the storage, preservation and administration of samples taken for analysis during the inspection process.

With these changes, Chief Inspector Hajdari determines that there will be no dismissals of current inspectors, based on their professional training and performance at work. / Top Channel
