These certificates are issued against the sums of 90 or 100 thousand ALL and are used to obtain a Bulgarian passport.
Fiksi brought the first conversations with the employee of the Ostren Administrative Unit, who asked for 85,000 Lek for the document, determining that 50,000 Lek is for authentication and 35,000 for notarization, and the employee even signs it with the administrator, so he does not need to go himself. The employee receives the money at the state office and gives the certificate in two hours, signed and sealed by the administrator.
The first certificate was obtained as if the citizen born in Patos of Fier belonged to the Bulgarian minority, the parents of the person who obtained it were from Celebia of Trebishti, an administrative unit that is not related to Ostren.
The second certificate was purchased from the General Secretary of the Municipality, Fitim Balla, a certificate which was obtained for a resident of Librazhdi. The latter's parents were born in Stërblevë, an administrative unit that is not related to Ostren.
Balla brought the certification to Tirana and asked for 100,000 Lek, according to him, 50,000 Lek cost the certification and 50,000 Lek were other expenses. Both certificates purchased by Fiksi, carry different laws from each other even though they are with the seal and signature of the administrator, Luan Mjeshtri.
