The Ministry of Defense and the National Civil Protection Agency warn that heavy rainfall is expected in all regions of the country next week, accompanied by storms and snowfall.
Through a statement, the Ministry of Defense announces that the rainfall will initially begin in the regions of Shkodër, Lezha and Vlora.
Meanwhile, on November 18 and 19, rainfall is expected to be heavy throughout Albania.
The Ministry of Defense also, through the National Civil Protection Agency, requests all local and central structures:
1. Take preventive measures to avoid floods
2. Be fully prepared for immediate response
3. Ensure close inter-institutional coordination for the management of emergency situations
Ministry Announcement
According to updated information from the Institute of Geosciences (IGJEO) and the Military Meteorological Service (SHMU), high-intensity rainfall is expected in all regions of the country during the week, accompanied by storms and, in certain areas, snowfall.
On Monday, November 17, 2025, moderate to locally intense rainfall is expected in the regions of Shkodër, Lezha and Vlora.
In the regions of Kukës, Dibër, Durrës, Tirana and Gjirokastër, rainfall will be light to moderate, accompanied by thunderstorms. In the other regions, light rainfall is expected.
The intensity is expected to increase in the afternoon hours.
On Tuesday, November 18, 2025, precipitation will increase throughout the territory:
* The regions of Shkodër, Kukës, Vlorë and Gjirokastër will experience intense to locally very intense rainfall.
* Intense rainfall is expected in Lezha.
* In the Dibër, Durrës and Tirana regions, precipitation will be moderate to locally intense.
* Light to moderate rainfall is expected in other regions.
The rain will be accompanied by thunderstorms across the country.
On Wednesday, November 19, 2025, high-intensity rainfall is forecast across the country.
In the districts of Shkodër, Kukës, Vlorë and Gjirokastër, intense to locally heavy rainfall is expected.

creating the possibility of frost and difficulties in road traffic.
According to the latest hydrometeorological forecasts, in the Drin River basin the expected rainfall reaches up to:
* Diameter: 150–200 mm
* Koman – Vau i Dejës: up to 300 mm

The National Civil Protection Agency has requested that municipalities increase their preparedness to the maximum level, in accordance with weather forecasts and the increased risk of floods and landslides.
Civil emergency structures will continuously update the public on the situation on the ground and on any new developments related to the weather and the level of risk.
We invite citizens of the affected areas to exercise increased caution during this period of intense rainfall.
