Journalist Klodiana Lala, speaking about the '5D' file, said that Erion Veliaj is on the list of people to be interrogated and that his role is being investigated.
She said that contacts were found between the leaders of the 5D company and Mayor Veliaj, which will be analyzed if they fall into the category of criminal offenses.
"Other investigations in the Municipality, we know that Veliaj is being investigated within the incinerator. Taulant Tushe is in prison custody. As part of this investigation, control was exercised in the residences of some very high officials, phones and materials were taken. Taulant Tusha also has a security measure for the 5D file, together with Qato and Molla. The prosecution has initially focused on tenders in the Municipality and in dependencies. Now it is seizing tender practices in other cities, Durrës, Shkodër, etc., where 5D competed to win tenders", said Lala.
The journalist also explained the scheme used by the directors to set up a company that would appropriate public money, starting first with an electrician and a baker and then with Nestor Muhametllari, today arrested by SPAK.
"In 2016, an electrician created a company called Igor Elektrik. This company, not even a month old, wins the first tender. He gets this from Waterworks, where Molla and Qato have had important functions in the Municipality.
Muhamet Petriti, baker, sold this company in 2017 even though it had a significant turnover. Muhamet Petriti turned out to be an administrator, but he was not even registered and insured, but was insured at his wife's bakery.
A year later, Muhamet Petriti, the father-in-law of Qato's brother, takes over 100% of the company. The company is then sold for 75 new lek, less than a Turkish coffee. In 2021, it is sold for 10,000 euros to Nestor Muhametllari, while the profit was 2 million euros.
Nestor Muhametllari and Muhamet Petritit, who should have been owners, did not even have each other's number. Muhametllari had the phone numbers of Qato and Molla, but no contact with the owner of the company.
So they were inside a fictitious company and it happened that the officials of the Municipality announced the procedures and it was the private company itself and the people sent by them, interfered with the user and disqualified others.
All employees knew who the real owners of the company were. If you see the wiretapping, they say it is the state itself. An employee says I ran away from work so I wouldn't go out on the campaign trail, they told me to go out on the campaign trail.
In local elections, 5D employees were listed and taken out to campaign. Not only did they know who the owners were, but they kept quiet. One of the employees says there was a fight here and says I went home and I'm sleeping with Xanax.
The Special Court, in point 88 of the decision, assigns the task to SPAK to investigate the head of the contracting authority, but does not determine whether it is the Municipality or the citizen Veliaj. If you read it carefully, you will understand that the court left the duty to investigate Erion Veliaj directly. All the last tendering procedures, the contracting authority was the Municipality of Tirana", said Lala in the show Te Paespozuarit.
