The three orders that carried out the dismantling of weapons in Gërdec are published for the first time. What did they foresee and who should do the dismantling?

The first order that paves the way for the dismantling of the weapons bears the signature of the Minister of Defense at that time, Fatmir Mediu, underlines that the process of dismantling the ammunition should be done in the premises of the FA departments under strict security surveillance conditions.

IMPLEMENTATION OF DECISION NO. 138 DATED 14.3.2007 OF THE COUNCIL OF MINISTERS "ON THE PROCEDURE FOR THE HANDLING OF WEAPONS, TECHNIQUE AND EQUIPMENT OF THE ARMED FORCES, REMOVED FROM ARMAMENT AND USE... AS REGARDS THE SALE FOR DISASSEMBLY AND DEMILATIZATION OF A QUANTITY OF AMMUNITION

Based on article 102, point 4 of the Constitution, in article 19, point 2 of law no. 8671, dated 26.10.2000 "On the powers and authority of the command and strategic direction of the Armed Forces of the Republic of Albania, amended and in point to Decision No. 138, dated 14.3.2007 of the Council of Ministers "On the procedure for handling weapons, equipment and equipment of the Armed Forces, removed from armament and use.

Based on the offers made to the Ministry of Defense by various entities for sale for dismantling and demilitarization, and in decision no. 1 date 10.04.2007 of the Commission for the Approval of Prices of weapons, equipment, equipment, ammunition and explosives removed from armament and use in the FA.

Taking into account the cost analysis and the value of the materials resulting from the dismantling and demilitarization of the ammunition, made by the country's military enterprises and made available to the Price Approval Commission,

Evaluating the offers of the military enterprises of the country of origin, their technical impact, the technology used in the process of demilitarization and dismantling, deadlines, environmental impact of the technical process, etc.

1 are transferred to the MEICO enterprise, for the realization of the procedure of the sale of ammunition for dismantling and demilitarization within the country, with the company "Southern Ammunition Company Inc", which will be called the contractor hereafter, the following ammunition:

a) Caliber cartridges 7.62x54 mm brass cartridges up to 100 million pieces Caliber cartridges 14.5 mm brass cartridges up to 20 million pieces

The MEICO enterprise concluded contracts with the contractor based on the general requirements of the Civil Code and the provisions of point IV of Decision no. 138, dated 14.3.2007 of the Council of Ministers "On the procedure for handling weapons, equipment and equipment of the Armed Forces , removed from armament and use,

a) The Command of the United Forces is tasked with placing in this process a surface area under the administration of the Ministry of Defense located in Gerdec (Vore).

b) KFB to draw up lease contracts according to the procedures provided in VKM no. 162 dated 7.3.2007 "For the leasing or leasing of the assets of enterprises, companies and state institutions", with the contractor and to allow the construction of the temporary-industrial structure for dismantling and demilitarization on this ground. (According to the approved time schedule and plan):

c) Obligations of all kinds that may arise (water, electricity, land use, etc.), will all be borne by the contractor and in no case affect the price of the contracts

d) The transport of the ammunition specified in point 1, from the depots in the places to Gerdec (Vorel, to be carried out according to the schedule drawn up by KM with MEICO Enterprise

e) The unloading of ammunition from the means of transport is for the account of the MEICO company and enterprise

The protection of the military territory of Gerdec, to be done according to the rules for the protection of ammunition depots.

Delivery of ammunition to the contractor by MEICO, to be done against regular accounting documentation and in the presence of witnesses, in a continuous manner, according to the daily processing capacities of the contractor.

FB command to take organizational measures for allowing the contractor's employees to perform the works and the entry and exit regime in the premises of the department.
