The Special Court, based on the request of SPAK, decided "Preventive Sequestration" for 3 immovable properties with a total area of 390 thousand m2 of forest in Velipojë, owned by Pëllumb Gjokës, arrested in the framework of the "Metamorfoza" operation.
According to the court's decision, SPAK did not request the sequestration of the permit and project of its "Silver Sand" resort in Velipoja; granted by the decision of Prime Minister Edi Rama as a "Strategic Investor", with a total financing value of 52 million Euros, without declaring from what sources he secured these millions, as much as the 2-year budget that the government gives to the Municipality of Tirana.
In addition to ordering murders for pay, Pëllumb Gjoka was also arrested for the land of the resort, "Silver Sand" in Velipojë, which according to the investigation was robbed by violence, property deeds and false cadastre and decisions in his favor by the prosecution and the court, but SPAK has not included it in the list of seizures.
In order not to seize it, SPAK prosecutors used a deliberate falsification in the request to the Special Court, deceiving them with the name of the type of property they seized.
The area is 113 thousand 500 m2 in Cadastral Area no. 3072 in Pulaj-Plazh te Velipojë, the BKH investigators have named it "land for the construction of business objects with a strategic investment project", while SPAK has changed it by naming it and stating "Forest area without development object".
But this surface has been alienated into a business plot for "Strategic Investment" since November 20, 2017 by government decision no. 22/1, on which Pëllumb Gjoka will build the "Silver Sand" resort, being declared a "strategic investor" by Bablok.
So, it is seized as if it is a forest and not a resort with a hotel business project, bar-restaurants, beach area, parking lot, swimming pools, wooden cabins, casino, shopping center, playgrounds, etc.; the fact that "muu" does that SPAK with influence from Bablok or by shopping, did not want to seize the resort as construction land.
But it has not even seized the company "Fozzer Sh.pk" created on April 27, 2020, with which within 1 year it received 3.5 million Euro tenders from the Municipality of Tirana, for allegedly anti-Covid disinfection; while on March 7, 2023, just 4 months before his arrest, he sold 60,000 ALL to his employee Gentjan Haka.
The companies "Imperial C. Construktion" Sh.pk have not been seized either; "Lot boutique hotel by hotel & preference Sh.pk"; "Ada Velipoja Sh.pk"; the fish company "Nik Daka Sh.pk" nor the casino in the premises of the restaurant "Rozafa" in the center of Tirana.
