All the crooked and thieving directors of the LSI in Durres have become part of the SP government, continuing to be in sectors where there is wealth, auctions, tenders, legalizations and mortgages. At the top of this list is Elvis Pengili, former Sector Manager in the Durres Cadastre and former head of legalizations when he bore the seal of the LSI, today appointed director of the Cadastre as a patron of the SP. A transition that is reminiscent of circus acrobatics, but for him it has worked best: from head of legalizations to director, without giving any account for what he left behind.
What he has left behind is a mountain of lies. Elvis Pengili is known in Durrës as a forger and a swindler with maps and land certificates. He has been investigated eight times by the economic crime police, the prosecution and the court of Durrës. Eight times he has escaped arrest and punishment. He has been saved by those in power, senior police and justice chiefs, oligarchs and the "strongmen" of the criminal world in Durrës and Tirana; precisely those to whom he has signed false maps for the lands and lands that he has occupied and plundered in the coastal areas.
The most egregious case remains that of December 15, 2019, when, after the devastating earthquake, the Durrës Prosecution Office registered Case No. 2466 for "Intentional murder in qualifying circumstances, abuse of office and falsification of land documents in collaboration". The file included the name of Elvis Pengil, at that time Head of the Land Property Sector, with the measure "Arrest with imprisonment" and documentary evidence linking him to the falsification of cadastral documents of looted state lands. The buildings built on those lands collapsed in the earthquake, causing many victims in Durrës. Without any explanation, his name was removed from the list of those arrested and replaced with "Compulsory appearance". The case was later dismissed. Pengil continued his duty where he had committed the crime.
I njëjti skenar u përsërit më 12 prill 2024, kur Prokuroria e Durrësit procedoi një grup zyrtarësh e ish-zyrtarësh të Kadastrës dhe ndërtues për falsifikim dokumentash dhe vjedhjen e 151 mijë m² tokë e truall në Lagjen nr. 15. Mes të proceduarve për "Arrest me burg" ishte sërish Elvis Pengili. U arrestuan 5 kolegë, ish-kolegë e përfitues të skemës, por emri i Pengilit u hoq nga dosja. Në kallëzimin nr. 102/2021 të PD-së në SPAK, me filmime për presion ndaj punonjësve të administratës dhe blerje votash në Durrës, emri i tij figuron sërish. Hetimi për disa drejtorë vazhdon prej 5 vitesh, por për Elvis Pengilin procedimi penal është fshirë në heshtje. Më 2 prill 2025, një tjetër kallëzim penal në SPAK dhe Prokurorinë e Durrësit, me prova filmike, audio dhe denoncime qytetarësh për intimidime dhe blerje votash për PS-në, nuk solli asnjë çështje penale ndaj tij. Katër çështje të tjera penale janë regjistruar ndaj tij, pa llogaritur denoncimet e shumta nga pronarë e ish-pronarë të cilëve u ka grabitur tokat përmes falsifikimeve në dosjet kadastrale.
Pas kësaj liste të gjatë shpëtimesh, qëndron një mekanizëm i vajisur mirë. Krahu i djathtë i Elvis Pengilit është personi i njohur si "sekseri" i Hipotekës së Durrësit: Ervin Krymbi, 47 vjeç. Në korridoret e Hipotekës njihet si "sekseri" i të fortëve, njeriu që zgjidh punët e pista të legalizimeve, azhornimeve dhe regjistrimeve false të pronave. Emri i tij del në zonat kadastrale 8513 dhe 8512, aty ku janë legalizuar ndërtime pa leje dhe ku vetë Krymbi figuron si përfitues ose ndërmjetës i procedurave. Janë vetëm dy rastet që kanë dalë në sipërfaqe.
Krymbi mban kontaktet e drejtpërdrejta me klientët, negocion tarifat, merr lekët në dorë dhe i çon dosjet në zyrën e Pengilit për t'u firmosur pa u bërë asnjë pyetje. Drejtori nga ana e tij mban makinerinë të mbuluar nga lart, duke u dhënë vulën zyrtare legalizimeve dhe regjistrimeve të paligjshme që përfundojnë në Hipotekë si dokumente të rregullta.
Pista më e ndyrë që dyshja ka nxjerrë nga duart e veta është skema e vilave të luksit që legalizohen si "magazina". Ajo që syri i lirë sheh si vila shumëkatëshe me pamje nga deti, në dosjet e Hipotekës figuron si magazinë bujqësore apo objekt industrial; sikur pallati buzë plazhit të ishte një depo. Transformimin e bëjnë pikërisht të dy: Krymbi bën pazarin, Pengili e bën të ligjshëm në letër. Synimi? Shmangia e taksave të larta të banesave, thyerja e ndalesave bregdetare dhe anashkalimi i rregulloreve urbanistike. Raportet e KLSH-së e kanë dokumentuar këtë praktikë, ku konstatohen "ndryshime destinacioni pa kryer procedurat e nevojshme".
The scheme operates with a fixed price list that circulates word of mouth in Durrës. "Sekseri" Krymbi communicates to anyone who knocks on his door: 10-15 thousand euros for the legalization of an unlicensed floor, depending on the area and proximity to the coast; 3-5 thousand euros for updating the map when you have built more than you have registered; 3 thousand euros for the legalization of the house when it comes to smaller surfaces. All payments are made in cash, without receipts, without a trace.
According to Pamflet's sources, over 10 million euros in "work" have circulated from this illegal market alone, divided between realtors, surveyors and heads of the Durrës Cadastre. The lion's share of this pie ends up in the hands of Elvis Pengil, who has turned public office into a family business with clearly separated roles: one negotiates and receives the money in cash, the other signs and clears it on paper.
There are also cases where payments were made with apartments or commercial units registered in the names of family members. This practice is known to director Elvis Pengili, whose name, according to sources at SHISH, appears in suspicious assets registered in the names of relatives.
Elvis Pengili has falsified about 300 hectares of coastal land and in preferential areas of the Municipality and the Durrës district by order and in the interest of the "strongmen" of the Agasi group and local authorities in Durrës and in the government dome. The same ones who kept him as head of lands and appointed him Director of the Cadastre.
While SPAK has scrutinized all the country's cadastres, everything indicates that the most voluminous file belongs to that of Durrës. Exactly where Elvis Pengili and his gang have operated for years without being touched by anyone, accumulating a treasure trove of evidence that is just waiting for an act of courage to open.
The two "masters" of the Durrës Cadastre, Elvis Pengili and Ervin Krymbi, have turned the public office into a multi-million dollar machine. One does the bargaining, the other signs. One takes the money in cash, the other cleans it on paper. Over both, the shadow of the strong and the powerful who keep them afloat. A scheme that has been operating for years in the eyes of everyone, without being touched by anyone; because whoever touches the Durrës Cadastre, touches the interests of those who rule Albania.
