Democratic Party MP Asllan Dogjani and businessman Ilirjan Çela have appeared before SPAK regarding the investigations launched by the prosecution following the latter's complaint regarding an apartment he sold to the MP in 2006.
Ilirjan Çela claims that Dogjani paid a total of 133,980 euros for the 128.4 square meter apartment plus garage.
Meanwhile, Dogjani, on the other hand, says that he did not pay Çela, but rather obtained the apartment as a result of the legal services and consultancy he provided to the businessman in 2006, even though he did not have a legal license at the time.
Builder Çela, at the exit of SPAK, said that Dogjani, in collaboration with the notary, made a second false contract, which stated that the apartment had been donated.
"I have been accused several times by Dogjani for the strangest issues that I have no connection to. He simply mentions names, makes strange statements. He bought an apartment from me. I built a Hamit Shijaku building and bought an apartment with a garage for 134 thousand euros. Later I found out that he had made a second contract with a fake notary, where he declared that he had obtained the property through legal advice. He gave me legal advice. He was neither a lawyer in 2006, nor did he have a license. I think that a police officer, with a simple salary at that time, does not declare his assets, or there is corruption inside or collaboration with crime. He paid the money, as it worked in those years, through my administrator who deposited it in the bank and it is in the bank registered for the purchase of the apartment from Asllan Dogjani. He now claims that he did not give me a single lek. But where did my administrator find the 134 thousand euros that he paid for Dogjan and all the other buyers! My administrator, who has no bread to eat, deposited money in the bank for these people, according to him.
He is not a lawyer and today, he has not had a license. He got his license in 2007. If you look at this police officer's asset declarations, it surpasses even me who sold household appliances to half of Albania. If you look at a declaration that the bacanak forgave him $164,375 to buy a store. The bacanak couldn't buy it himself and leave it to this guy to use. His mother gave him 30 million lek with a pension of 30 thousand lek in the village. The tribe, the benefactor, donated 25 thousand euros. His wife, who as far as I know has never worked a day, declares that she has 200 thousand euros in income from declared work abroad and within the country. A thief comes out and says catch the thief. Shame that we are represented by this level. The one who has been licking Edi Rama from behind for years, comes out and curses the architect of European Albania. Today, he is licking Berisha. There's also a guy like this whose file I've prepared, Fatos Rexha, he was the mayor of Paskuqan for 8 years.
I didn't know that a fake contract existed. I had made a contract in September 2006 worth 128.4 m and a garage worth 133,980 euros. In 2006, with the notary Abrazi, he made this other contract with legal advice. I couldn't find the original contract and asked my son to go get a photocopy to notarize it. She wouldn't give it to him. I went myself and gave me this December bill. I went and told her what you did. She also filed a report with the prosecutor's office. The prosecutor stopped when I took both to him. And then I filed a report with SPAK. In the declaration of assets, he included this fake contract , "said Çelaj.
Meanwhile, on the other hand, Dogjan accuses the businessman of a number of other issues, occupation, debts, beatings. The Democrat stands by his truth, he says that the apartment was donated to him, while adding that Ilirjan Çela, within 1 year, has changed his statement 4 times.
" You had a person a while ago who reported me for an apartment in 2006 while I explained it. That apartment was obtained from my work for services and consultancy with a contract before a notary. Consultancies are provided without a lawyer's license, friendly advice.
A man who today owes 100 thousand euros to Mentor Daja, the former owner of the land. Irritated that I filed a complaint against him, he legalized the courtyard of the palace and fortunately, after so many years, the municipality took a part of the palace, the common one. I appeal to Rama that the IMT employees did not take the whole thing.
This man was reported by the administrator a week ago for beating him. He was reported by police station no. 3 for property seizure. He was reported by the former owners for property theft because he donated a property worth 500 thousand euros in the name of a Ramazan Gjoni. Both contracts were made by agreement, he was there. At first he says he doesn't know anything about the contract. A month later he says he was surprised to see that statement. But when the handwritten statement comes that he himself stated that he gave the house for services in 2010, he says he's sorry that I did it for Asllani because he asked me to but I did it in 2021 not in 2010. Then when asked after a year he says he's sorry and I did it in 2021 but before the company was sold, today he said in 2010. We made the contract while he was present, initially we did it with money. There was a need for my services. We tore up this first contract while he was there and we did it for services. Services are not provided when you have legal authorship, they are provided even without legal authorship. This man has been reported dozens of times by residents of the building, by former owners. At least 4 times he has changed his statement within 1 year, "said Dogjani./ Shqiptarja.com
