Environmental organizations also oppose Bashkim Ulaj's project: It is being
Rama-Ulaj and the Velipoja concreting project

The environmental organization PPNEA has opposed the construction of a tourist resort by Bashkim Ulaj in the village of Baks-Rrjoll in Velipojë, warning that the project risks damaging a protected area of national and international importance.

Through a public statement, the organization emphasized that the area where the "Blue Borgo" project is being developed is part of the Buna River - Velipojë complex, declared a Protected Area by law and at the same time a Wetland of International Importance under the Ramsar Convention.

" This is not an ordinary development area. The Buna River - Velipojë is a Protected Area by law and at the same time a Wetland of International Importance (Ramsar), the largest area of this convention in Albania ," stated PPNEA.

According to the organization, this wetland complex is among the richest in the Adriatic region for biodiversity and the preservation of the ecological integrity of coastal ecosystems.

The “Blue Borgo” project, which has already started construction, envisages the construction of a tourist resort with 33 accommodation structures, with heights ranging from 3 to 10 floors above ground and one underground floor. The construction is planned to be completed within a 60-month period by the company “Gener 2”, which holds the status of strategic investor.

PPNEA argues that the area includes intact coastal dunes, lagoons, rare habitats and vital ecological corridors for fish and wild mammals. It says it is home to hundreds of migratory birds, including globally endangered species.

"Every year, wintering birds find refuge in this unique ecosystem, making this area a national and European natural treasure," the organization emphasizes, adding that sustainable development cannot be achieved by weakening the protection status of areas of exceptional natural value.

" Its protection is a legal, national and international obligation ," the statement concludes.

The project has also been opposed by local residents, who claim that their properties have been alienated through forged documents. On the other hand, the developer company "Gener 2" has stated that it has followed all legal procedures for obtaining a construction permit and for developing the project.

The issue is expected to continue to remain at the center of public debate, amid concerns about environmental protection and interests in tourist development in coastal areas.
