Since October 2022, when Leli Kaja was appointed director of the Elbasan Landfill, this state-owned waste disposal company for 7 municipalities in the District, thefts have continued through fictitiously fabricated tenders for services performed by employees.
The next tender by Director Leli Kaja was created on April 10 and announced on April 14 at the Public Procurement Agency, with the object of waste management in the Elbasan landfill.
The value of the limited fund set for this tender is 660 thousand Euros including VAT, with an implementation fee of 1 year, where the private firm that will receive the millions will pretend to push the waste with bulldozers and excavators, when the municipalities unload it in designated places.
We say that this is a fictitious tender, as a cover to steal 660 thousand Euros, because within the Elbasan Landfill, even if there were a need to move waste, the state-owned landfill company "ECO-ELB" has 5 heavy bulldozers and excavators in 3 shifts that carry out this process.
But director Leli Kaja, as long as he is not affected by justice for the injustices he committed as former director of IMT-Elbasan in the years 2007-2021, and for the theft of nearly 8 million Euros in the landfill; has decided to continue the thefts; this time with another 660 thousand Euros through a tender with private parties, for work carried out with state vehicles, fuel and employees.
In mid-March 2025, director Leli Kaja and 3 officials of the Elbasan landfill "ECO-ELB" were taken to the police by order of prosecutor Xhelian Seferi, tried for abuse of office with the object of stealing funds and deliberately setting fire to waste, to hide theft and fraud at the incinerator that is not working.
The Elbasan Prosecutor's Office is not arresting him, although it has evidence under investigation, for 8 million Euros of corruption with tenders and deliberate burning of waste in the landfill to hide the thefts. SPAK is also making excuses, although there are reports, while director Leli Kaja continues to steal by fabricating fictitious tenders./ Pamphlet
