Bashkim Ulaj, with the blessing of Edi Rama, violates the law, the environment, and the residents' water, while a TPP banned in the EU is built in the middle of Albanian agricultural land to produce energy that goes 90% to Greece.

Edi Rama signed the permit for the oil-fired TPP in Roskovec, a project rejected by the Greek government and banned by three EU conventions. The Energy Regulatory Authority licensed it with suspicious speed, despite legal violations and the lack of a mandatory water source. After civil society lawsuits, the ERE was forced to suspend the license, but Bashkim Ulaj's "Fier Thermoelectric" company has begun to rob the drinking and agricultural water of the villages of Roskovec, with the blessing of the municipality and the silence of the institutions. Meanwhile, 90% of the energy produced will be exported to Greece, leaving behind pollution, danger and consequences on the territory and the health of Albanians. Albania is treated as an experimental zone for technologies banned in the European Union.

On December 18, 2024, Edi Rama signed the permit for the construction of the oil-fired TEC in Roskovec for the company "Fier Thermoelectric", owned by the oligarch Bashkim Ulaj and the Greek company "GEK TERNA SA" of Efstathios Natsis and Georgios Kouvaris.

On May 26, 2025, the owners of the TEC requested the Energy Regulatory Authority (ERE) to provide them with an electricity production license, and within two weeks, on June 9, the ERE approved the request, despite shortcomings in the documentation, violations of environmental criteria, and the lack of a specific water source, which is a legal condition for the operation of the TEC.

Following civil lawsuits and criminal charges by the associations "Zharrëza" and "Organic Agriculture and Environment Association", the Energy Regulatory Authority began procedures to cancel the license of the TEC.

On August 7, 2025, with Decision No. 181, ERE suspended the production license until the completion of legal proceedings, submission of complete documents, and verification of mandatory environmental conditions, including the provision of a separate technological water supply plant.

The law expressly prohibits the supply of water to the TEC from the public network and from agricultural sources, to avoid pollution from fuel oil and toxic waste that the TEC produces. But the company “Fier Thermoelectric”, instead of building its own water source and plant, has launched an illegal operation to take drinking and agricultural water from the residents of the area.

The municipality of Roskovec, which approved the permit without public consultation, is allowing the company to intervene in the water supply network and manipulate the water resources of the basins, robbing the water of the villages of Suk-1, Suk-2, Arapaj, Strum, Velmish, Drenovicë, Samaticë, Rrëzë, Gorican, Kutalli, etc.

The Water Basin Management Agency and the Fier Water Supply and Sewerage Directorate are not intervening, as they know that Bashkim Ulaj is connected to Prime Minister Edi Rama, who ordered the institutions to prepare the preliminary documents for the TEC permit.

The scandal deepens when another fact comes to light: 90% of the energy that the Roskovec TPP will produce will be exported to Greece and only 10% will be used in Albania.

But what makes the project even more absurd is that the Greek government has rejected the construction of this TPP in Ioannina, due to the opposition of residents and because it is prohibited by three European conventions for environmental protection.

Meanwhile, Edi Rama accepted the construction of Roskovec, treating Albania as a territory for environmental experiments and Albanians as a third-class people.

This project is one of the purest acts of state capture by the oligarchs: a mazut-fired power plant, technology from the 1970s, banned in EU countries, which Rama accepts with complete servility as part of his bargain with economic clients and foreign companies that treat Albania as a substandard industrial zone./ Pamphlet
