After the pact reached with Albania for refugees, a turning point seems to have occurred in the relations between Italy and Germany.

As Bloomberg reports, Italian Prime Minister Giorgia Meloni and German Chancellor Olaf Scholz are poised to sign a Friendship Treaty on migration, which should lead to greater cooperation despite apparent differences on the subject.

The signing of the Italy-Germany Treaty is expected to come next Wednesday (November 22) in Berlin, following a joint meeting between the two governments and high-level talks between the Socialist chancellor, the far-right prime minister and their respective ministers. The agreement - according to what the sources report - will serve to underline the "determination" of the two governments to "put aside their differences" in managing migration and to "seek practical solutions" in this regard. It is currently unclear in what format this should take place, whether within or outside the EU-level negotiations on the Migration and Asylum Pact. Without forgetting that in recent months, many disagreements have appeared between Rome and Berlin.

In mid-September, Germany – as well as France – terminated cooperation with Italy on the Voluntary Solidarity Mechanism for Migrant Resettlement due to Italy's failure to meet its obligations under the Dublin Regulation.

However, what the two leaders have in common - despite their ideological and political differences - is the fact that they find themselves under pressure from public opinion in their respective countries precisely on the issue of migration management.

2023 promises to be the year with the highest number of irregular arrivals in the European Union since 2016 and the same can be said for registered asylum applications and this has done nothing but strengthen anti-immigration positions in Rome and Berlin.

The Italian government is struggling because it has failed to keep its election promises to "stop illegal immigration", while the German government faces a surge in support for the far-right Alternative for Germany.

So last Monday (November 6) Italian Prime Minister Meloni and her Albanian counterpart, Edi Rama, signed an agreement for the transfer of thousands of immigrants to two centers in Albanian territory, but managed by Italy.

From Berlin, Scholz showed particular interest in the mechanism - which is still being scrutinized by the EU Commission for possible breaches of community and international law - demonstrating a change of pace for the Socialist-Green-Liberal government coalition in a more restrictive sense. If the Italy-Germany Friendship Treaty is signed, it seems that we will move towards a common commitment on the front of landings, deportations and repatriations, reports " Eu News ".

Doesn't this mean that in the end Albania will suffer? The signals are that Italy will be helped by the Germans to stop refugees from touching its territory and it seems that this will help to increase the flow to Albania. / Pamphlet
