Fatmir Bektashi sells apartments in Drilon without a building permit;

"Kontakt" continues to advertise "Driloni Forests" and asks citizens to reserve apartments, but the construction permit has not yet been granted...

The exploits of Fatmir Bektashi of "Kontakt" are endless. The Berisha family partner, after concreted half of Tirana, turned his eyes to Driloni in Pogradec, where he bought a piece of land to build mansions.

The company has been booking apartments for months, but it seems that everything is being done illegally, as the company "Kontakt" has not yet received approval for a building permit in that area. Moreover, the construction contradicts the instructions given by UNESCO.

The investigative network " Citizens " has written an article on the concreting of Drilon, requesting data from institutions.  

The Municipality of Pogradec officially responded that it does not have any data or documentation related to this project, and the National Agency for Protected Areas (AKZM) also confirmed to Citizens.al that it does not recognize the project in question.

" Drilon Park is located in the Protected Aquatic/Terrestrial Landscape area, declared by the Council of Ministers No. 597, dated 25.09.2024 of Lake Pogradec". This area is also a UNESCO World Cultural Heritage Area ", emphasizes the NACM response.

While the Territorial Development Agency (TDA) stated that for the project "Driloni Forests, a complex with residential buildings 1-9 and 12 floors above ground and 1 floor underground", with the developer company "KONTAKT" SHPK, an application for a building permit was filed on 08.02.2025.

" Currently, there is still no decision from the National Council of Territory and Water (KKTU) on this application ," AZHT told Citizens.al.

Citizens.al contacted the company “Kontakt”, which refused to provide information on the project. A representative of “Kontakt” told Citizens that it “has no right to do this article” and that the project has been approved by UNESCO.

In fact, UNESCO has no mandate to approve or reject infrastructure projects in areas declared World Heritage, this is the task of Albanian institutions, which officially stated that they have not approved a permit for this project. However, reservations for sale have begun.
