The Special Court has sentenced the former mayor of Durrës, Vangjush Dako, to 4 years in prison, but reducing it to 2.8 years due to the shortened trial.
Currently, the former high-ranking official who is under house arrest is accused of abuse of office with the disclosure of a building permit for a building in 2014, as well as abuse of office for the supervision tender of the promenade for the coastline worth about 200 thousand euros.
It was SPAK that asked for 4 years in prison, but since Dako was tried with a summary trial, 1/3 of the sentence is reduced to 2.8 years. But since Dako has been under security measures for almost a year and a half, first in a cell and then under "house arrest", he has only a few months left to complete his sentence, somewhere around 6 months. This is because detention is known as 1 and a half days of serving a sentence.
Meanwhile, Fiqiri Farruku, Ardian Bulku and Fatmir Ejupi were each sentenced to 2 years in prison, but the court decided to suspend the prison sentence for all three.
Dako was put in handcuffs in June 2023, but was released under house arrest in February this year, due to the passing of the terms.
At the end of the investigation, it was found that Dako acted contrary to the powers of the mayor in approving the construction permit in favor of the company "Fakle sh.pk, as Dako and the officials of this municipality compiled the documents two years after the construction had completed and the residents lived in the palace in question.
SPAK's investigation concludes that "the legalization of a multi-storey building, built without a permit, was done, while the construction itself was not done according to the project presented by the builder and approved by the Durrës Municipality".
The second criminal offense for which Dako will be judged is related to a procurement procedure, for consulting services, the provision of a project called "Implementation design for the Coastal Promenade and the public beach from Bërryli to Currila".
According to SPAK, the commission set up by order of Dako, made the wrong calculations of the limit fund, with a value almost ten times more than what should have been calculated based on the Decision of the Council of Ministers.
Dako issued the procurement order with the value calculated by the Commission and turned a deaf ear and continued the payments to the winning company even though the Supreme State Audit found the mistake and requested the recovery of the economic damage. The economic damage to the state in this case is calculated at 18.3 million ALL.
