Mr. Vengu is the man who signed the controversial 31 million euro contract, after a bidding process filled with doubts to the point that the members of the commission refused to sign it.
Alket Bedini, Rafael Rexha, Besian Hereni and Endri Sofija were members of the Bid Evaluation Committee in the 37 million euro tender for the management and operation of containers for 5 years at the Port of Durrës. All of them have now started entering and exiting SPAK offices. The reason is that the controversial tender is being investigated.
The criminal complaint for the container management tender in the Port of Durrës was filed three years ago by the democratic deputy Gazment Bardhi. But now the investigations have entered an advanced stage after SPAK prosecutors have made the first discoveries.
But as the members of the KVO make their statements in the SPAK "confessions" room, very soon the "invitations" of the prosecutors are expected to go higher. To the former director of the Port Authority, Pirro Vengu, who now holds the post of Minister of Defense in the government of Edi Rama.

The tender
The container terminal at the Port of Durrës was granted a concession in 2013 to the Turkish company Kurum. In 2017, Damian Gjiknuri decided to terminate the concession due to breach of contract by Kompania Kurum. Kurum later sued Albania in arbitration seeking 100 million euros in damages, but Albania won the case.
After the cancellation of the concession with Kurum, for some time the management service of the container terminal was performed by the Port Authority itself. Until 2020, when APD decided to subcontract the service to the private sector again, this time for a period of 5 years.
The tender for awarding the management of the container terminal at the Port of Durrës was announced in September 2020. The Port Authority chose to procure the lokma with a limited fund of 37 million euros with a limited two-stage procedure, where in the first pre-qualification stage the companies that could continue further were selected.
Initially, APD gave bidders only 20 days for the first phase. But after the intervention of the Public Procurement Agency, the tender criteria were changed and the development date of the first phase was postponed from September 22 to October 2.
At this stage, only two offers were submitted. The first was from a German company called HHLA International Gmbh, while the second offer came from the Maltese Hili Company Limited. The Bid Evaluation Committee disqualified both for not meeting the criteria. From this moment the stunts begin.
Contract with Vengu's firm
Following the disqualification, Hili Company Limited appealed to the Port Authority. The Complaints Commission decided to return the decision of the Bid Evaluation Commission by qualifying both companies. Elson Thana, the head of the Complaints Commission, was questioned by SPAK.
After the qualification of both companies, only one of them was selected in the second phase, which submitted a financial offer. It was the Maltese company Hili, which offered the price of 31 million euros. The Port Authority declared it the winner, but only with the signature of Pirro Vengu, as the members of the Bid Evaluation Committee refused to sign.
Now that the contract is in operation, the container management company earns 1.7 million euros per year according to its statements. This amount is exactly the entire annual profit of the Port Authority of Durrës. So, in the final, this is an operation, which has transferred the profit of a public agency to private accounts through a process filled with great suspicions of corruption.
