
The Special Prosecutor's Office has closed the investigations for the Tirana incinerator and has sent for trial the file of the former Minister of the Environment, Lefter Koka, and 11 other defendants who are accused of abuse of office.
SPAK has revealed details about this investigation, where it also reveals the role of the former minister in the procedure for granting the concession "Construction of landfill, incinerator and rehabilitation of the existing landfill site, Tirana".
In relation to the concession granting procedure, it results that the proposing company "Integrated Energy BV" (in whose composition the company of citizen Klodian Zoto, "Integrated Technology Services" sh.pk) is also a shareholder, was aware of the competitive circumstances before to announce the procedure.
According to SPAK, this happened thanks to the help provided by the officials of the Ministry of Environment, Lefter Koka, former Minister of Environment, Alba Thoma, Director of the Legal Department, Bledar Karoli, Head of the Procurement Sector, as well as members of the commission for granting the concession, Valbona Ballgjini, Pëllumb Abeshi, Erjon Murataj, Sidita Kopliku, Etleva Kondi, Taulant Tusha, Namik Simixhiu, where the proposing company "Integrated Energy BV" was provided with the necessary documentation that it had to submit to the Ministry of Environment before and during the concession procedure, in order to declare this company the winner.
Meanwhile, in relation to the drafting and approval of standard concession documents, the members of the concession awarding commission, Valbona Ballgjini, Pëllumb Abeshi, Erjon Murataj, Sidita Kopliku, Etleva Kondi, Taulant Tusha, Namik Simixhiu, in cooperation with the head of the Contracting Authority , Lefter Koka, former Minister of the Environment, have acted in violation of the law "On the approval of the rules for the evaluation and awarding of concessions, public private partnerships", as amended.
According to the Special Prosecutor's Office, the Standard Concession documents do not appear to have been drawn up and approved by the members of the commission, at the time that these documents were uploaded to the Electronic Procurement System, as it turns out that no meeting or minutes were held by the commission for the drafting of Standard Concession Documents.
