
Renowned journalist, Klodiana Lala, has revealed shocking details regarding the latest SPAK action in Durrës, which is related to a sophisticated scheme to alienate properties in and around the Lalëz area.
According to Lala, this is an investigation that has revealed beyond any reasonable doubt a massive scheme of document forgery and appropriation of public and private lands, in one of the most coveted areas for tourist development in the country, where, according to her, resorts worth up to 100 or 110 million euros are being built today.
"SPAK has uncovered a well-organized scheme, where certain individuals, with the help of senior Cadastral officials and state institutions, falsified ownership documents, registered them in the names of simple villagers, and then transferred them to the names of businessmen or powerful companies ," the journalist said on the "This Week" show on News24.
According to her, criminal groups had established strong connections within the Mortgage and Cadastre. They erased existing ownership records, created new forged documents and registered them as legal, often categorizing forest properties as agricultural land so that construction could then be legalized.
A key element in this scheme was the use of "realtors" from the north of the country, who helped in the fictitious transfer of properties into the names of uninformed citizens, to then pass them into the hands of big businessmen and especially gambling bosses.
The well-known name of the criminal world, Aleksandër Laho, known as “Rrumi i Shijakut”, according to Lala, had a central role in this affair. “A kind of Rrumi 'state' was built in Durrës, where state institutions did not really exist.
The areas most affected by this scheme include Shetaj, Lalëzi or Cape Rodoni, all strategic areas with high tourist potential.
Lala concluded by saying that the investigations are still in their initial stages and that what has been revealed so far is "only the first scene" of a much larger affair, involving important figures in the state administration and powerful entrepreneurs.
