The Mayor of Kolonja, Erion Isai, was indicted yesterday by the Special Prosecution Office against Organized Crime and Corruption (SPAK) in connection with an investigation into tender violations and falsification of infrastructure projects.
The investigation is led by prosecutor Dritan Prençi, and the case involves two important tenders: one for the construction of a water supply system and another for the construction of the Korçë-Ersekë road, a project that is suspected of being falsified for illegal gains.
SPAK has taken 7 other people into proceedings, including administrators of companies involved in road construction projects, while investigations have revealed that most of the tender procedures announced by the Municipality of Kolonjë were foreseen and predetermined, leading to illegal benefits and misuse of public funds.
In the SPAK investigation file, important communications between Erion Isai and Entela Çano have been discovered, published by News24. Entela Çano is the administrator of the company “A & E Engineering”, which has been involved in the projects for the construction of the Korçë-Ersekë road, Lot II. The communications, which were carried out through the WhatsApp application, reveal manipulation of tenders and falsification of projects to enable illegal benefits.

At 10:05, citizen Erion Isai sends a message to Entela Çano:
“Good morning, look at these: Yes, 110 max or 90 gives you a solution, Entela. Only the external network up to the fi 250 tank at 20 bar is 18755 ml X 6793 lek = 127402715 without VAT, while the fi 200 pessary with a length of 1880 X 4747 lek = 8924360 lek.”
At 10:06, Entela Çano sends a message: “Good morning, ok. Send it to me. Ok, we are doing the same thing, reducing parameters.”
At 10:08, Erion Isai sends a message:
“As soon as possible…”
At 10:09, Entela Çano sends a message:
“Ok… no worries… No problem.”
At 14:57, Erion Isai sends him a message:
“I need a list of the names of the villagers and the places for each village, brother. A fire to pray for…”
At 15:01, Erion Isai sends him a message:
“You, brother…!”
At 21:22, Erion Isai writes again to Entela Çano:
“To any village? To any village?”
At 21:24, Erion Isai sends him a message:
“330 is the max.”
At 21:25, Entela Çano sends him a message:
“Check…?”
At 21:28, Erion Isai sends him a message:
“Pls… fire… Because tomorrow I have to print them and stamp them here with me, Friday morning early. They have to be handed in.”
At 21:29, Entela Çano sends him a message:

Meanwhile, SPAK continues its investigations to uncover more details on this matter and to identify all persons involved in this activity. Mayor Erion Isai and other defendants face charges of abuse of office, falsification of documents and violation of the law on tenders.
