The protection of public spaces has become a key issue for Prime Minister Edi Rama, who has governed the country since 2013 and controls over 90% of the country's municipalities through his local elected officials.
Rama recently published a video online, showing a person painting a floating vehicle with paint.
"This can by no means be an ordinary scene from the life of a neighborhood in the cities of Albania 2030 in the EU, let alone an everyday scene not even 1 kilometer from the boulevard of Tirana."
"And here it is not a matter of this one going and that one going to remove these violators of community life, fining them so that they reappear like in a cat and mouse game," Rama writes.
In this context, he warns of a special legal package to punish violators of public spaces.
"A red line must be drawn once and for all by law and custom for anyone who violates the common public space with an act of occupation, by blocking, building, polluting or doing business at the expense of the community, by criminally punishing them for violating civic coexistence."
"Very soon we will have a special legal package for this type of rapist," Rama concluded the post.
