The State Cadastre Agency (ASHK) informs citizens about the service "Request for transfer of ownership of state land for use", which aims to assist individuals and entities that use state land, but do not have a property deed or the deed they have is invalid, in accordance with the Civil Code of the Republic of Albania.

This service offers the opportunity to obtain a land ownership document, especially in cases where citizens have a registered or registrable deed only for a building erected on state land.

To benefit from this service, applicants must meet several basic criteria:

The land and building must be in the possession of the applicant entity;

The building must have been legally acquired, through privatization, purchase from state-owned enterprises, former agricultural cooperatives or local self-government units, or must have been constructed based on a construction permit issued after 1991;

The building must have a residential or socio-economic function;

The land should be state property and not inalienable public property.

For buildings with a residential function, the transfer of state land to ownership is done at no cost, enabling citizens to obtain ownership of the land free of charge.

Depending on the status of the building, citizens must submit the relevant documentation, which may include:

Property contract for the building, accompanied by a master plan or floor plan, or a building permit and the relevant master plan;
Notarial declaration that the building has not been transferred to third parties, when required;
Property transfer contract or certificate/certificate of registration in the cadastral register, in cases where the building is registered;

Certificate from the regional tax directorate for payment of land tax in use, from June 7, 2010 until the moment of application.
The application is made online through the e-Albania portal, while the original documents can also be sent by mail to the local ASHK directorate.

This process aims to facilitate the transfer of ownership of state land, strengthen legal certainty for citizens, and improve access to cadastral services through digitalization.
