The Mayor of Rrogozhina, Edison Memolla, has been arrested after the Special Court of Appeal upheld his 1-year prison sentence for active electoral corruption in collaboration.
The Appeals Court decision confirmed the sentence handed down on January 24, 2025 by the Special Court. After the verdict was announced, Memolla surrendered, along with his two accomplices, Blerim Xhamani and Ndriçim Tafxhafa.
The execution of the decision was carried out by the Durrës Police structures. The court sentenced Edison Memollë, Blerim Xhamani and Ndriçim Tafxhafa to 1 year in prison each, for the criminal offense of active corruption in elections, committed in collaboration.
"Specialists from the Economic and Financial Crimes Investigation Section of the Durrës DVP executed the decision of 09.02.2026, of the Special Court of Appeal against Corruption and Organized Crime, which sentenced citizens EM, 39 years old, B. Xh., 48 years old and NT, 54 years old, residents of Rrogozhina, to 1 year in prison each, for the criminal offense "Active corruption in elections", committed in collaboration", the police announced.
Memolla was also stripped of the right to hold public office for a period of 5 years.
Blerim Xhamani was also found guilty of the criminal offense of forgery of documents, committed in collaboration. Ndriçim Tafxhafa was convicted only of active corruption in the elections.
In the same case, Isuf Tosku was sentenced to 8 months in prison for forging documents, but his sentence was suspended and he was placed on probation for 1 year and 4 months.
The investigation against the mayor of Rrogozhina began after the publication of an audio interception, where according to SPAK, Memolla, at the time a candidate for mayor, intervened with an OSHEE employee to prevent a debtor subscriber from cutting off the electricity supply, in order to gain her vote in the local by-elections of March 6, 2022. In that election process, Memolla was running under the Socialist Party banner.
SPAK completed the investigations into this matter on November 2, 2023. With the execution of the Appeals decision, the case against the mayor of Rrogozhina enters the phase of serving the sentence and leads to his removal from public office.
