The Special Prosecution Office has completed the investigations against the former mayor of Kavaja, Elvis Rroshi, and has requested that the Special Court proceed with the case for trial.
The request was filed by prosecutor Elvin Gokaj a few days after Rroshi appeared at SPAK, where he signed the act closing the investigation. The case will be reviewed by judge Rudina Palloj.
Rroshi has been charged with the criminal offense of abuse of office. The investigation is related to irregularities found in tender procedures during the time he headed the Municipality of Kavaja.
The proceedings were initiated after a complaint filed by the Supreme State Audit Office in September 2015, which also involved ten other officials. According to the complaint, economic damage of 33 million lek is suspected, caused by tenders for the reconstruction of the city center and the construction of several roads.
The violations emerged from an audit for the period January 2013 to December 2014. A total of 12 procurement procedures were identified, mainly for infrastructure works and urban greenery. In two cases, the municipality was accused of using different standards in the evaluation of bids, excluding the operator with the lowest price. For three other tenders, unfair disqualification was found as a result of incorrect calculations.
The file was initially handled by the Durrës Prosecutor's Office, which requested its dismissal. Subsequently, a decision by the Special Court ordered that the investigation be continued by SPAK.
In May 2025, SPAK seized Rroshi's cell phone and conducted personal searches on him, as part of another investigation related to suspicions of electoral corruption during the campaign for the May 11 elections in Kavaja.
With the request to transfer the case to trial, the process against the former mayor enters the judicial phase after an investigation that was reopened by decision of the Special Court.
