
After wasting millions of euros on 6 landfills, Edi Rama created the AKEM agency to legally allow massive pollution of the territory, while Mirela Kumbaro signed deals with builders to dump waste wherever they wanted...
The disposal and treatment of inert waste in the country's 6 main landfills; Tirana, Elbasan, Fier, Durrës, Vlorë and Bushat, as well as in peripheral collection centers in the districts, has resulted in a complete failure, despite the millions of euros paid each year from public taxes.
To hide this failure and justify the chaos, more than a year ago, with Decision No. 132, dated March 6, 2024, Prime Minister Edi Rama created a parallel scheme, legalizing the disposal of inert waste outside licensed landfills.
According to this decision, the disposal of inert waste in protected areas, along the coast, on rural roads, by rivers, near residential areas, practically anywhere it can be disposed of, was allowed.
For this purpose, the National Waste Management Agency (AKEM) was created, with 57 employees, under the authority of the Minister of Tourism and Environment, Mirela Kumbaro.
This agency was established despite the fact that another structure with the same competencies already exists, the National Water and Environment Agency (AKUM), under the Ministry of Infrastructure and Energy.

After the creation of AKEM, municipalities were excluded from the powers over inert waste and reported to the government that 240 hills and large squares of construction waste had formed in their territories, which are increasing every day, dumped by construction firms and other illegal operators.
Minister Mirela Kumbaro, although charged with direct responsibility for monitoring inert waste, has not taken any measures. The situation proves either her inability to cope with the pollution, or the existence of a corrupt scheme where builders are tolerated in exchange for bribes.
According to the government's decision, AKEM is financed with special funds from the state budget and is tasked with cooperating with municipalities, the police and other institutions to monitor and stop waste dumping. In practice, this agency has chosen to remain silent and simulate a normal situation, when in fact Albania is drowning in waste.
After the escalation of pollution and the total failure of landfills and legal disposal centers, the government issued another decision – No. 338, dated June 19, 2025, which, instead of stopping the disaster, authorizes Minister Kumbaro to enter into contracts with builders to dump waste wherever they wish, for a minimal fee. This is even allowed to be presented as "storage for later use."
So, the creation of the National Agency for Waste Management was not intended to solve the problem, but was a scheme to employ party clients with salaries over 1300 euros and to increase the minister's bargaining space. Mirela Kumbaro has transformed this agency into an instrument to control not only builders, but also natural parks, rivers and beaches, always in function of clientelist interests and not of environmental protection./ Pamphlet
