Dozens of patients a day go to the Emergency Department even for a small wound. To treat this wound, which is considered a micro-intervention, doctors must use the small, single-use sterilization kit. It has a minimal cost of only 266 ALL. This set contains an anatomical forceps and a surgical forceps, a straight and a turned clamp, a pair of scissors and a curette.

In the feasibility study for the provision of the sterilization service with a concession, it was foreseen that 220 thousand such sets would be sent to QSUT, with a total cost of sterilization of 58 million ALL.

But this set has completely disappeared from the dealership. In its absence, doctors are forced to open the set that is used for low-complexity surgical interventions, but which has a sterilization cost of 19,000 new ALL.

This has caused the cost of sterilization to increase artificially, since if the set is opened, even to take just one instrument, then it is considered unusable.

To understand how much the payments for this concession have exceeded, we refer to the financial balance submitted by "SaniServicë". According to this balance, in 2021, only the health insurance fund of Tirana has paid 922 million new lek or 9 million euros to this concession. This when the expenses calculated for Tirana in the feasibility study did not exceed 5 million euros per year.
