About 2,000 people were identified by the Tirana police as being involved in criminal offenses related to drugs during the past year alone.

A growing phenomenon is the involvement of minors in drug distribution. During 2023, 94 minors were identified, of which only 4 were arrested, while the others were processed at large.

Scenes like these are not at all rare in many neighborhoods in the country when minors still with bags on their backs gather in corners and consume drugs. Seduced by consumption, they join criminal networks that use them for their own benefit, not only for drug distribution but also for other criminal offenses.

" The law provides for reduced penalties or no punishment at all due to age. There are young people with social and economic problems with separated parents for example. This is good fodder for criminal groups who take them, train them and encourage them to distribute drugs ", says lawyer Kujtim Cakrani.

In order to keep children away from drugs, this year the security package was implemented in schools, and strictening of the criminal code was proposed for criminal offenses that occur in the perimeter near the school.

" Re-education and rehabilitation schools must be opened, it is not easy to put a 14-year-old in prison, it is important to act as in the EU, which has special structures for the rehabilitation of minors, because now when they are sentenced, they are in an environment with people with backgrounds criminal ", says Cakrani.

In September, the police launched a national operation with around 300 arrests in the field of drug distribution. Soon this operation will have the second phase where other groups of distributors are expected to be hit./ TCH
