The head of ARRSH, Gentian Gjyli, appeared today at SPAK.
SPAK has also taken the head of the Albanian Road Transport Authority, Gentian Gjyli, as a defendant for violations with the 190 million euro tender for the Llogara tunnel.
The Minister of Infrastructure and Energy, Belinda Balluku, was also named as a defendant for this tender, on Friday, October 31.
Gjyli preferred not to give any comments to the media and did not even answer the question of whether the defendant has been arrested.
Meanwhile, his lawyer, in a brief response, confirmed that they had gone to SPAK for investigations into the Llogara tunnel.

The SPAK investigation that has affected Balluk and the head of the ARRSH, Gjyli, concerns the large project for the construction of the Llogara tunnel, part of the Orikum Himara road, which is a section of the Vlora-Saranda highway. This tender was initially opened on December 11, 2020, but was later canceled and reopened on June 22, 2021, with a limit fund of approximately 190 million euros excluding VAT.
SPAK suspects that Balluku and Gjyli have committed actions that may have unfairly influenced this procurement process. The Llogara Tunnel is one of the largest infrastructure projects in the country, and SPAK's investigation is related to the way the tender procedure for its construction was developed and managed.
In addition to the investigation into the LLogara tunnel, SPAK is also investigating other tenders involving the Ministry headed by Balluku. During the statement in Parliament, SPAK head Altin Dumani confirmed that the Vlora Airport is also under investigation, while preliminary verifications have also begun for the construction of the Thumanë-Kashar highway.
