Yesterday evening, the IKMT (National Inspectorate of Territorial Protection) patrols once again intervened on the Durrës coast to continue the demolition of buildings considered illegal. But among the affected buildings, there was also a private entity that, according to official documentation, had all the permits for legal operation.

The entity "House of Flowers - Kamelja" sh.pk, which operated as a beach bar, hotel and beach rooms, was provided with a permit for a service structure at a beach station on May 29, 2023, approved by the National Territorial Council and signed by the secretary of this institution, Ms. Ledia Tota.

The demolition of the Bech Bar by the National Inspectorate for Territorial Protection (IKMT) is just the facade of a much deeper scheme, where the law does not apply to everyone, but only to those who do not have "political protectors."

At the center of this charade stands Fatmir Metaj, the director of the Execution of Decisions at the IKMT, an official publicly accused of abuse of office, corruption and execution of decisions on a clientelistic and financial basis. But the climax of the scandal is not only the demolition of a bar, but the flagrant protection of another unauthorized construction, owned by Helidon Gjikoka, a personal friend of Fatmir Metaj.

While the decision for the Bech Bar bar is being executed urgently and with police escort, for the Gjikoka building that has a final decision for demolition, Fatmir Metaj has refused to touch it, using a frightening argument that should alarm every citizen and institution in this country. "I can't touch that building, because Rama himself protects Helidon!"

This statement, coming from a state official, is chilling. It is direct evidence of the capture of institutions and the replacement of law with the authority of political clientele.

But the name of Helidon Gjikoka is not mentioned only as a thief. He has long been considered part of the property mafia in southern Albania, where, through abusive methods, forgeries and the use of connections with power, public and private properties on the coastline have been usurped. His presence on this scene is not a coincidence, it is part of the same pattern: territorial grabs, illegal legalizations and protection with political blessing from above.

Durrës today is a continuation of what has happened in Dhërmi, Jalë, Ksamil and beyond, where properties are divided by order, concrete is poured without fear and citizens are crushed with excavators, while mafiosi in suits receive protection from state structures.

Fatmir Metaj is not simply a corrupt official, he is the operational link of a dangerous structure that connects administration, crime, and political power in a single chain of abuse.

If Albania does not react to this scandal, then every decision, every institution and every battle for a rule of law is nothing but a facade. Because, as this case proves, when the state uses the law for revenge and suspends it for friends, it is no longer a state, it is a clientelist regime with a mafia face. / Infront-al.com /
