The arrest by SPAK of the acting mayor of the Municipality of Himara, Jorgo Goro, has opened an administrative deadlock, as to who will now deal with the affairs of the city.

The elected mayor of Himara, Fredi Beleri, is also in prison. The GjKKO decided on March 5 to declare him guilty of active corruption in the elections and sentenced him to 2 years in prison.


Under these conditions, the management remains in "shadow light", since even though arrested, Jorgo Goro continues to be legitimate in office, until a possible decision on dismissal.


What does the amended law in 2015 say about local government:

Jorgo Goro must resign or be dismissed by the Council of Ministers.

According to Albanian legislation, one of the ways to resolve the deadlock is for the municipal council to convene to mandate one of the two vice-mayors to run the municipality.

In this case, the majority (Socialist Party) has 13 votes, while the coalition (We Win Together) has 8 votes, so the SP has 3 more votes than the opposition. 

The role of the prefect and his power over the mayors:

With the signature of the Prime Minister, Edi Rama, Vangjel Tavo was appointed the prefect of the Vlora district a few days ago.

The latter was previously a member of parliament and Minister of Health in the government of "Berisha 2".

"Proposes to the minister responsible for local affairs the dismissal of the mayor of the relevant district in case of serious violations of the Constitution or the laws", it is stated in article 8 of the current law number 107/2016, "FOR THE PREFECT OF DISTRICT".
In the circulars of SP, DP and the Greek media, it has been hinted that Vangjel Tavo will be the new head of Himare municipality.

The decision of the Court of Appeal for Fredi Beleri:

The Special Court for Corruption and Organized Crime decided on March 5 to find Fredi Beleri guilty of active corruption in the elections and sentenced him to 2 years in prison.

Now the "ball" in the Beler trial remains with the Court of Appeal in case it will uphold the decision of the Supreme Court or change it.

SPAK's accusations against the elected mayor Fred Beleri and the acting mayor, Jorgo Goro:

Jorgo Goro is accused of having signed for the alienation of a property of about 5,000 square meters from agricultural land to land.

In the second case, through signed documents, an area of ​​agricultural land of 5080 m2 was moved from Goro, which was assigned to another property, all in favor of the Mëhilli family.

Then, on the basis of these documents, a construction permit was granted for a tourist complex by the husband of the former Minister of Defense, Olta Xhaçka, Artan Gaçi.

Currently Goro and Bashi are in "prison custody"; under "house arrest" are Bilbil Aliaj and Vezir Gjikoka; while Stavri Mëhilli has been declared wanted.

Freddie Beller's sentence:

The Special Court sentenced him to two years in prison on March 5. Beleri has been found guilty of 'active corruption' in the 2023 local elections.

The issue of the elected mayor of Himara, Fredi Beleri, turned into an arena of clashes between Tirana and Athens. 

Fredi Beleri was arrested two days before the May 14 local elections, becoming the only candidate in Albania to be elected to public office while in prison.

Himara is one of the Albanian pearls of tourism, an area coveted by oligarchs, Albanian and Greek politicians.
