
Criminalistics expert Ervin Karamuço spoke about the slowdown in investigative processes and the challenges in implementing justice reform. He reflected on the concerns raised in the latest report of the European Commission on Albania. The report, on the one hand, praised the work of SPAK, but on the other hand criticized the system in the KLP and the KLGJ.
According to Karamuço, after a period characterized by arrests and major operations, there is a noticeable stagnation, especially since February, which deepened during the election campaign, although the opposite was promised.
Karamuço stated that an effective approach to investigating electoral crimes is still lacking and called for new ways of real-time surveillance. The expert emphasized that the problem lies not only with the institutions, but also with the missing infrastructure and structural obstacles that have brought a stalemate in the functioning of justice.
"It has lost a little of what we were used to from time to time, having arrests or major operations, it has stalled on some things, but I think that they will also emerge from the summer. They will replace the time when there was no movement, especially from February."
They said that we would not be banned from either a campaign or an election, and the exact opposite happened, which was later described as an electoral silence. Journalists often say that there will be arrests for electoral crimes, but I still don't see light at the end of the tunnel. We need to find new ways to intercept conversations in real time. We need to move forward.
"There is an issue that needs to be resolved, as we are seeing that some things are not progressing in the justice reform. We also have infrastructural problems, of missing justice that have led to a stalemate, we have to compromise ," Karamuço told "Abc News".
