When Artan Fuga declared a month ago at the Assembly of the Academy of Sciences that projects were being abused, its head Skënder Gjinushi exploded with accusations, talking about nonsense. But in fact, facts show that since he was appointed head of the institution in 2019, this Academy has become a hotbed of theft and masquerade.
The Supreme Audit Office of Albania has conducted an audit for the period 2019-2013, the period when Gjinushi headed the Academy for the first time. The Supreme Audit Office has revealed details regarding the projects and the millions invested there.
If we look at the data of the Albanian Supreme Audit Office, it turns out that millions and millions of lek have been spent on projects that are of no use to anyone. The Academy has spent 240 million lek just for a study on the spread of Covid-19. There are also other projects related to honey, plums, etc.
" The Albanian Academy of Sciences has not provided adequate management of the activity related to scientific research projects. The Albanian Academy of Sciences has not drafted a strategic institutional development plan, which should clearly disclose its mission and vision, enable strategic priorities, resource management, performance assessment and increased transparency and accountability. The Albanian Academy of Sciences has not provided adequate management of the documentation of the activity related to scientific research projects, given that there is a lack of a clear regulation on the method of organization, orientation and determination of the criteria that the proposed projects must meet. It also results that the methodologies and guidelines on programming, announcing the call for projects, implementation, financing, internal control and transparency on the monitoring of scientific research projects have not been improved ," the SAI states.
According to the Albanian Supreme Audit Office, the Academy of Sciences of Albania does not have a clear and complete regulation on the technical criteria that projects proposed for application must contain. Instruction no. 1, dated 27.02.2023, approved by the Presidency of the Academy of Sciences “On determining the modalities and approving the costs of projects, according to the Statute and Law on the Academy of Sciences” does not contain technical criteria that proposed projects must respect. This Instruction, by its very name and content, determines the modalities related to the costs of projects, but not the format of their application. /Pamphlet
