The Albanian Academy of Sciences has not drafted a strategic institutional development plan, which should clearly disclose its mission and vision, enable strategic priorities, resource management, performance assessment and increased transparency and accountability. The Albanian Academy of Sciences has not provided adequate management of the documentation of the activity related to scientific research projects, given that there is a lack of a clear regulation on the method of organization, orientation and determination of the criteria that the proposed projects must meet. According to the Albanian Supreme Audit Office, the Academy of Sciences of Albania does not have a clear and complete regulation on the technical criteria that projects proposed for application must contain. Instruction no. 1, dated 27.02.2023, approved by the Presidency of the Academy of Sciences “On determining the modalities and approving the costs of projects, according to the Statute and Law on the Academy of Sciences” does not contain technical criteria that proposed projects must respect.
