Another request for revocation of 'house arrest', Berisha's

Jamarbër Malltezi, the son-in-law of former Prime Minister Sali Berisha, has today filed a new request with the High Court to overturn the "house arrest" security measure, imposed by the Special Court of First Instance (GJKKO) since November 2023, in connection with the "Partizani" affair file.

In his request, Malltezi argues that the house arrest measure should be revoked, given that the file has already passed the trial phase in the Special Court. He has also cited the Strasbourg Court's decision in the case of "Gëllçi v. Albania", which relates to coercive measures, as legal precedent to support his request.

Malltez's previous requests for the mitigation or removal of this measure have been rejected at all three levels of the judiciary, without achieving any change. Meanwhile, his father-in-law, Sali Berisha, who is also accused in the same case, received a measure of mitigation in early 2025, when the GJKKO turned his house arrest into an "obligation to appear".

The “Partizani” case includes charges against Berisha for passive corruption and against Malltez for money laundering, among other things. Along with them, three other people are also accused, including two businessmen, partners of Malltez in the construction of multi-million euro apartment complexes. The legal process in this case has advanced and is now in the judicial review phase.
