On November 6, 2023, Prime Minister Edi Rama and Italian Prime Minister Giorgia Meloni signed in Rome the agreement for the construction in Albania of two centers for housing immigrants.
The 2023 Rama-Meloni agreement between Italy and Albania stipulates that irregular migrants arriving in the neighboring country will be sent by ship to Shengjin, where they will be identified and their asylum claims will be examined.
The centers will only accommodate adult men. People considered vulnerable women, children, the elderly and those who are sick or victims of torture will be sheltered in Italy. Families will also not be separated. Those sent to Albania will retain their right under international and European Union law to apply for asylum in Italy and have their claims processed there.
With each request taking about a month to process, the number of immigrants sent to Albania can reach 36 thousand in a year.
