After the Socialist Party came to power, Muçobega quickly transformed into a VIP builder, securing permits for palaces, towers, hotels and resorts in Saranda, Himara, Vlora, Fier and Tirana, in a dubious manner and often on state lands looted with false documents.
One of the few remaining green areas in Tirana is expected to be concreted. Initially, the area above the Paris Municipality was concreted, which was named “Sun Hill”. Then, buildings were built above the Botanical Garden, surrounding it from all sides. If we compare it with 15 years ago, the Botanical Garden has only 1/3 of its surface. Part of it was taken up by the road and much of the rest by building complexes.
Meanwhile, massive concrete has been poured in the Artificial Lake area. Initially below the dam, where Bashkim Ulaj has built, which is continuing to build after recently receiving a permit from KKT, for a 58-story tower. Then there was construction near the Zoo, again from all sides, "forcing" the animals to live in a habitat much smaller than was designed. And, as the construction is joining Sauk, where complexes have been built throughout that area, not even the green hills with olive trees are being spared from the concrete. Next to the Lake Park, that area was the only green part.
But, in all this concrete mass, a company has started advertising online a massive apartment project across that hill.
The project has been advertised by one of the companies that is obtaining permits throughout Albania, the firm Bega 07. The owner of the company, Arben Muçobega, is building on the coast, mainly in Himara, Llaman or even Dhërmi. But, there are also projects in Tirana and Durrës and all the permits have been obtained from the KKT, with the signature of Prime Minister Edi Rama. (Muçobega is accused of being a representative of several criminal groups, for laundering drug money in construction).
And, when concrete is being poured in bulk on the coast, there was no way it could be missing in the olive groves, in the hills of Tirana. On the internet, the firm writes that the project is called "Centaurea".
"Between the city and nature. Centaurea is being built as a new urban landscape, respecting the environment and offering a peaceful, green and city-connected lifestyle. A residential destination where the rhythm of nature and the energy of Tirana come together in harmony," the company writes.

Për të fshehur betonin masiv në parqe, zona të gjelbra, qeveria bën aksione sa për sy e faqe. Nëse çdo qeveritar do të kishte primare natyrën dhe hapësirat publike, atëherë përse jep leje masive betoni në këto zona?!
Bega-07, një kod mafioz
Kompania Bega-07 përfaqëson një kod mafioz, klientelizmi, korrupsioni dhe shkatërrimi të bregdetit të jugut, me ndërtime kaotike, pastrim parash me pallate në Tiranë, falsifikime dhe grabitje pronash nga Himara në Tiranë.
E themeluar në vitin 2007, pronari i kompanisë së ndërtimit është Arben Muçobega, një ‘oktapod’ korrupsioni nga Himara në Tiranë.
Në shtator 2007, Muçobega, themelon kompaninë me kapital 100 mijë lekë. Pas disa vitesh, kompania ka invesruar miliona euro në ndërtimin e dhjetërave pallateve nga Himara në Tiranë.
Skema e pastrimit të parave
Pas ardhjes në pushtet të Partisë Socialiste, Muçobega u shndërrua shpejt në një ndërtues VIP, duke siguruar leje për pallate, kulla, hotele dhe resorte në Sarandë, Himarë, Vlorë, Fier dhe Tiranë, në mënyrë të dyshimtë dhe shpesh mbi toka shtetërore të grabitura me dokumente false.
Analizat financiare tregojnë se kompania “Bega 07” ka fshehur sistematikisht të ardhurat reale. Në vitet 2023-2024, Muçobega deklaroi vetëm 5 milionë euro xhiro vjetore, ndërsa investimet reale arrijnë deri në 25 milionë euro në vit. Për të fshehur këto shifra, ai ka krijuar disa kompani të tjera si “Almatek Oy”, “Scandinavia Invest”, “Trakos” dhe “ATK Construction”, të gjitha të regjistruara në të njëjtën adresë në Fier, dhe të përdorura si kanale për pastrim parash.
Një fakt tronditës është se kompania “Almatek Oy” përdor NIPT-in e kompanisë projektuese “Compass Studio”, duke shmangur kështu kontrollin financiar. Gjithashtu, kompania “Scandinavia Invest” figuron vetëm në QKB dhe jo në regjistrat tatimorë, duke shmangur detyrimet fiskale.
Përmes këtyre kompanive të dyshimta, Muçobega ka qarkulluar rreth 300 milionë euro në ndërtim pallatesh dhe resortesh. Hetimet paraprake në Sarandë, Vlorë, Fier dhe Tiranë për trafik droge, evazion fiskal dhe pastrim parash janë mbyllur pa arsye nga autoritetet ligjzbatuese.
