The mystery of SPAK: Who gave half of the tender as a bribe to the secretary of Manastirli?

Joana Duro, acting as General Secretary of the Ministry of Health, and Laura Shteto, acting as a specialist at the Procurement Agency, are the two arrested yesterday by SPAK.

According to the announcement, Duro received an amount of 3.3 million lek to determine the winner of the tender that would undertake the reconstruction of several health centers in Tirana and Durrës.

The Secretary of the Ministry of Health, Joana Duro, who has already been arrested by order of the SPAK, would benefit from an amount of 3.3 million ALL for the purpose of awarding a tender to a company operator.

The BKH investigators during the follow-up investigations have evidenced that the firm which would be declared the winner would carry out some works in a Lot 1 Supervision facility for the reconstruction of some Health Centers in Tirana and Durrës counties.

The winning company for this tender was announced as "DRICONS" Sh.pk, with the value of ALL 672,457.60 (new) without VAT. 

On the website of the Public Procurement Agency, it appears that 'DRICON', a company with the object of activity 'supervision and feasibility study and reconstructions' owned by Vladimir Topi , has offered the amount of 672,457.60 lek for the tender despite the limit fund set at 805,872.23 lek . So it is noted that the amount offered by the company ' DRICON ' is lower than the fund limit.

Meanwhile, the other company remaining in the competition, " TAULANT " Sh.pk, was disqualified, as the value it offered, 754,830.14 ALL (new) without VAT, is significantly higher. 

Money in the secretary's office

SPAK says that the sum of 330,000 ALL, which constitutes the irregular benefit from Laura Shteto, was found in the office of the General Secretary.

"Also, in the office of the Secretary General, it was possible to seize as material evidence the sum of 330,000 (three hundred and thirty thousand) ALL (a sum which constitutes the irregular benefit given by the citizen L. Sh.), the announcement continues. of SPAK.

But what SPAK forgot to say was there an arrest of the people who gave this amount of money to Joana Duros through the specialist, Laura Shteto?

We remind you that the General Secretary of the Ministry of Health, Joana Duro, was arrested a day ago by order of the Special Prosecutor's Office (SPAK), on charges of corruption and bribery, along with another employee of the Ministry of Health.

Laureta Sheto was arrested for the same charge. The two Health officials were under surveillance and were arrested in the act this evening.

It is suspected that the two arrested women abused a tender worth 2 million lek, while the Special Prosecutor's Office has not yet issued an official announcement on the case./ VoxNews
