Former director Pirro Vengu's corrupt tender model continues, a trick used to justify and hide "the embezzlement"

Even a year after Pirro Vengu's departure from the management of the Durrës Sea Port, his corrupt model has remained and continues to be implemented by the current managers; some of them his former subordinates, with whom the port's finances were compromised during the years 2019–2024.

In the Public Procurement Bulletin dated October 6, 2025, the director of the Durrës Sea Port, Kreshnik Bajraktari, published the announcement for the development of the tender with the subject:
"Renting of reachstacker machines and trucks for the container terminal."

The tender is worth 1 billion lek including VAT and provides for a 1-year lease contract for the use of machinery and trucks, granted to the companies "Albanian Stevedoring Company" and "Çela Trans - Rrahim Çela Person Fizik", both with addresses in the territory of the Port of Durrës.

According to information, this tender worth 1 billion lek is fictitious, as the Durrës Sea Port owns its own reachstacker machinery and trucks for use at the container terminal. However, when there is freedom to extort, such tenders are made "for rent" for vehicles that the port owns.

The tender announcement does not state how many companies participated in the competition or whether there were other participants or not. The values ​​of the bids are not given either, as the procedure was conducted only with the two merged companies, which were declared the winners.

From the 1 billion lek with VAT that was the limit fund, the contract was signed for 547 million lek, to create the false impression that the managers of the Durrës Sea Port are "frugal" and care about the state budget, claiming that they saved 450 million lek from the limit fund.

In fact, the port managers have divided the fund into two parts, declaring only half of the value given, while the entire procedure is fictitious and strongly suspected of theft, as the port pays for the rental of machinery and trucks, when it owns enough of them./ Pamphlet
