The election of the People's Advocate continues to remain hostage to the lack of political consensus, while 7 names of candidates have been formalized that have collected the signatures of no less than 28 deputies from the list of 15 candidates who met the legal criteria.
The Assembly announced in response to a request for the right to information that the candidacies for the People's Advocate who have secured support with a firm and have submitted them to the Assembly are: Vitore Tusha, Tartar Bazaj, Besim Ndregjoni, Bledar Dervishaj, Dardan Mustafaj, Edison Frangu and Erald Aga.
Two of the candidates, Vitore Tusha and Tartar Bazaj, come from a career in the justice system, while the other candidates come from the legal profession.
With the re-opening of the race in July, Ahmet Prençi, Alket Jaupi, Drita Avdyli, Endri Papajorgji, Ilirjan Rusmali, Lefterije Lleshi (Luzi), Robert Gajda and Sokol Hazizaj also expressed their interest as candidates.
According to legal provisions, only candidates who receive the support of 28 deputies will have the opportunity to be voted in the Assembly and elected by 3/5 of all members.
In the parliamentary practice of the past, the Ombudsman was generally proposed by the opposition, but this time, the majority and the various currents within the opposition are not finding consensus, violating the constitutional deadlines for the election of the new head of this institution.
The vacancy for the new People's Advocate was initially announced by the Commission for Legal Affairs on March 30, 2022 after the end of Erinda Ballance's mandate.
The call was postponed several times, while the parliamentary groups of the two major parties, the Socialist Party and the Democratic Party, declared that they were negotiating for a consensual name, sticking to the political tradition of supporting a name coming from the opposition.
But even after the negotiations, the Assembly could not elect the new People's Advocate, as the majority voted down the two opposition candidates who were put to the vote, Ledio Braho and Altin Goxhaj.
The People's Advocate protects the rights, freedoms and legal interests of individuals from illegal and irregular actions or inactions of public administration bodies. The head of this institution is elected by three-fifths of all members of the Assembly for a period of 5 years, with the right to re-election. / BIRN
