The debate on the construction of the highest tower in Tirana started 30 years ago. Analyst Afrim Krasniqi has published a decision of the Council of Ministers that dates back to 1992, where it shows how the flower garden behind the Palace of Culture was put to use for the construction of a hotel and shopping center.
"Retrospective 1992. Just a few days before the first pluralist elections, the time when the only offer of foreign investment and development in Albania was the financial bubble "Iliria Holding" for the regime in flight! Here is the decision of March 1992 that gave use of the flower garden behind the Palace of Culture for the construction of a hotel and shopping center, exactly where today the consensual oligarchs are building the highest commercial tower in Albania. For your information: in September 1992, the KLSH imposed the termination of all contracts with IH and criminal prosecution for a former prime minister, two former ministers and the speculator "businessman" himself.
