The Ministry of Agriculture and Rural Development has published an official announcement on the worrying spread of Peste de petits ruminants (PPR) in the territory of Albania, following the confirmation of four new outbreaks of infection and a significant increase in the number of affected animals.
According to official data, the first case was confirmed on June 4, 2025 in the village of Domen, Shkodër, while cases were subsequently reported in Dibër, Bulqizë and Skrapar. To date, 716 small animals have been affected, of which 25 have died, 153 have been eliminated, and the rest are in the process.
It is reported that there are currently 4 active outbreaks of this disease, while it is emphasized that all measures have been taken.
The Ministry calls on all farmers to strictly implement biosecurity measures, restrict any animal movement and report any suspected cases to the toll-free number 0800 3366.
"Only through vigilance and cooperation can we protect herds and guarantee the sustainability of the livestock sector in the country," the Ministry of Agriculture's announcement states.

In the context of transparency and public information, we would like to inform you that Peste des Petits Ruminants (PPR) is a serious, highly contagious viral disease of small ruminants, which has high mortality rates of up to 100% of the herd, causing economic losses, but does not affect health and is not transmitted to humans.
The first confirmation of the disease of Peste de l'Orientale in the Republic of Albania was made on 4 June 2025, located in the village of Domen, administrative unit Postribë, Municipality of Shkodër. Subsequently, the second case was confirmed on 5 June in the village of Vrenjt, administrative unit Kastriot, Municipality of Dibër; the third case on 9 June in the village of Val, administrative unit Martanesh, Municipality of Bulqizë; and the fourth case on 11 June in the village of Polenë, administrative unit Qendër, Municipality of Skrapar. The total number of foci (herds) reported to date is 4. The number of affected small animals is 716; dead, 25 heads; eliminated, 153 heads; while the other heads are in the process of elimination.
With the confirmation of the first case of Peste de petits ruminants (PPR) disease, the Ministry of Agriculture and Rural Development has immediately taken the necessary measures to prevent and control the spread of the disease in the territory of the Republic of Albania. In accordance with Order No. 802, dated 9.10.2024, “On the approval of the National Contingency Plan for Peste de petits ruminants”, the National Crisis Center was immediately convened, with representatives from the Ministry of Interior, the Ministry of Tourism and Environment and the Ministry of Defense, to coordinate actions and receive information on the measures taken by the Regional Crisis Center, which has identified the Administrative Units and villages within the protection (3 km) and surveillance (10 km) zones.
The Minister's Orders clearly stipulate that for every confirmed case of this disease, measures will be taken to restrict the movement of live animals.
Given the worrying situation and the spread of the disease in several foci, Ministerial Order No. 575, “On the temporary ban on the movement of live sheep and goats in the territory of the Republic of Albania” entered into force on 9.6.2025. This Order extends its effects to the entire territory of the country, prohibiting the movement of live sheep and goats from farm to farm, migration and grazing on shared pastures. The trade of sheep and goats in live animal markets, open areas, fairs and other gatherings is temporarily prohibited. Only the movement of small animals to the slaughterhouse is allowed, accompanied by a veterinary health certificate, issued by the official veterinarian of the service. This measure is temporary in nature and has been taken in order to protect animal health, food safety and the interests of livestock farmers in the country.
We invite all entities and farmers to strictly implement this order, cooperating closely with local veterinary authorities.

Gjatë monitorimit, grupet e kontrollit kanë kryer rritjen e ndërgjegjësimit të fermerëve për rrezikun ekonomik që paraqet kjo sëmundje. Gjithashtu, veterinerët zyrtarë kanë bashkëpunuar ngushtë edhe me organet e Policisë e Shtetit, për të mundësuar kontrollin e lëvizjes së kafshëve brenda vendit dhe marrjen e masave për rastet flagrante. Gjatë kësaj kohe shërbimi veterinar ka bërë ndërgjegjësimin e fermerëve duke i informuar mbi sëmundjen e Murtajës së Ruminantëve të vegjël (PPR). Pjesë e ndërgjegjësimit ka qenë edhe përgatitja e posterave për sëmundjen e Murtajës së Ruminantëve të Vegjël (PPR) dhe informimi i publikut nëpërmjet faqes zyrtare të AKVMB-së dhe në rrjete sociale.
Gjithashtu, prania e sëmundjes së Murtajës së Ruminantëve të Vegjël (PPR) është njoftuar rast pas rasti në Sistemin e Njoftimit të Menjëhershëm të Sëmundjeve të kafshëve të Bashkimit Evropian (ADIS), dhe është kontaktuar edhe Zyra e Emergjencave për Sëmundjet e Kafshëve pranë Komisionit Evropian, e cila ka shprehur gatishmërinë ndaj kërkesës së MBZHR-së për të dërguar në Shqipëri një mision teknik.
Ditën e sotme dhe nesër, më datë 13.06.2025 po organizohet një takim në ambientet e Ministrisë së Bujqësisë dhe Zhvillimit Rural, me pjesëmarrjen e dy ekspertëve të Komisionit Evropian, përfaqësuesve të Ministrisë së Bujqësisë dhe Zhvillimit Rural, AKVMB-së, ISUV-it dhe Urdhrit Profesional të Mjekut Veterinar të Shqipërisë. Po sot, këta përfaqësues do të kryejnë një vizitë në terren, në një nga vatrat ku është konfirmuar prania e sëmundjes. Në përfundim të vizitës, Misioni Teknik EUVET i Komisionit Evropian do të japë rekomandime në lidhje me menaxhimin e situatës dhe strategjitë e kontrollit të pranisë së sëmundjes së Murtajës së Ruminatëve të Vegjël (PPR).
Kjo përgjigje e shpejtë dhe e koordinuar me DG SANTE ndaj rastit të parë të PPR në vendin tonë është një tregues i përkushtimit të Shqipërisë për të respektuar standardet evropiane në fushën e shëndetit dhe sigurisë veterinare.
