The investigations carried out by the special prosecutor Klodian Braho have revealed only the tip of the financial iceberg, where the company "5D Konstruksion", in which some of the main directors of the municipality of Tirana stood as shadow owners, managed to benefit from tenders organized by the same directorates that are dependent on the municipality of the capital.
43 bank transactions were discovered, almost 98 percent from the budget of the municipality of Tirana, an institution where Mariglen Qato, Taulant Tushe and Redi Molla worked for years. While partially public funds, this company has also benefited from the municipality of Mati, which is run by the former guard of January 21, Agron Malaj.
In these transactions, the company, which has changed its name three times, has gained a value of 6 billion and 763 million old lek from the public budget, unfairly winning various tenders in the water supply and sewerage, "Tirana Parking", the green cleaning company and others .
The company was originally founded on January 22, 2016, where the sole shareholder was Eduard Meta, while the primary name of this company was "Igor Elektrik".
On January 27, 2017, this company Eduard Meta sells 75 percent of the shares at a ridiculous price to another person named Muhamet Petriti.
The extension of the hands of this company in the money of the budget of the municipality of Tirana, started in 2018. Muhamet Petriti and Eduard Meta, in the capacity of fictitious shareholders of this company, competed in three tendering procedures.
They entered the game of benefiting from the public money of the municipality of Tirana, receiving three payments from this institution with the value of 205 million old lek.
All three payments turn out to have been made between June and October 2018 by the municipality of Tirana and "Tirana Parking". So within 4 months this newly created company directly benefited 205 million old ALL.
Meanwhile, in 2019, the economic situation of profitability has changed radically. On January 7, 2019, the company decided to change its name from "Igor Elektrik" and naturalized into the legal entity "VAS Konstruksion".
In 2019 alone, "VAS Konstruksion" benefited from 24 transactions from the directorates of the municipality of Tirana, collecting in its account an amount of 5 billion and 152 million old lek.
The economic figure has been inflated since the company, which was already fully managed by Muhamet Petriti and Nestor Muhametllari, convincingly entered the tenders for the reconstruction of schools in Tirana, damaged after the 2019 earthquake.
The construction of the 9-year school "Hasan Vogli" and the rehabilitation of dozens of roads, parking lots and bridges in Tirana has resulted in the collection of the financial amount of 5 billion 152 million ALL.
Also, from December 29, 2021 to December 22, 2023, the company, which was already naturalized with the official name "5D Construction", has benefited from 1 billion 405 million old lek in 16 bank transactions, which have been passed through the public budget of the municipality of Tirana and the municipality Matt.
Redi Molla during the time he was the Director of "Tirana Water and Sewerage" and Mariglen Qato during the time he was the Director of the Support Department at UKT announced the winner of the company "5D Konstruksion" sh.pk in 11 tenders. SPAK has evidence that this company was owned by 3 people who were fictitious partners, while the real partners and "De facto" owners were Mariglen Qato and Redi Molla, who had social ties and friendly ties. SPAK says that the company has been declared the winner in these tenders from 2016 to 2020.
Also, '5 D' was declared the winner and was also favored in tenders announced by "Tirana Parking" and "Tirana" Sports Club.
