Arbjan Mazniku, Minister of State for Local Government, spoke about co-ownership and the new rules for living in apartment buildings.
Mazniku explained how the quality of life will change thanks to this law, emphasizing that residents will have elements of co-ownership even in ceilings, facades, etc.
" In '92 when privatization took place, the residents in their minds bought the apartment, but the facade, the balcony, the common space, still remained municipal. It has brought a problem. We are clear as a society about what is private, we are also clear about those things that are public, but we are less clear about those things that are common. People have an element of co-ownership ", Mazniku expressed in 'Top Story' on 'Top Channel'.
He also spoke about the benefits, saying: " The second element that it brings is that the law creates the obligation for the municipality to create the condominium book. People say 'why should I pay this money?'. Those that are administered are cleaner, are repaired more often, apply to municipality projects. Those who do it say that the quality of life has increased ."
