For some time now, there has been talk that SPAK has also hidden evidence of the SKY-ECC files that emerged from wiretaps, phones and computers seized by it; because in them, politicians, government officials, police chiefs, senior justice officials, ambassadors, oligarchs and drug lords who are still untouchable, and even SPAK, BKH and GJKKO officials have emerged...
According to reliable information, there are indications and evidence that SPAK, BKH and GJKKO themselves have been involved in the scandal, regarding the internal surveillance they conduct on the electronic communications of chiefs, investigators, prosecutors, special judges and their family members over the age of 18.
According to Article 42 of Law No. 95, dated October 6, 2016 “On the Functioning of Institutions Combating Corruption and Organized Crime”, the BKH is the authorized structure that carries out the process of telecommunications surveillance.
Supervision should be carried out by 2 BKH officers, who are replaced every 6 months, by lot by the head of BKH in the presence of the head of SPAK and GJKKO, with this task: to check phones and email addresses periodically and based on evidence and complaints.
Data collected from internal supervision must be submitted to the SPAK prosecutor responsible for supervision, which is changed every month to avoid compromise.
For 5 years, there has been no surveillance of the phones, computers, email addresses and social networks of prosecutors, judges and employees of the BKH, SPAK, GJKKO and their families, but reports have been drafted, as if they were checked regularly and that there were supposedly no inappropriate contacts.
According to the information, the fictitiousness with the surveillance of telecommunications of SPAK, BKH and GJKKO officials has gone so far that since no implicating contacts have allegedly emerged from the surveillance, the collected materials have been destroyed in good faith between BKH, SPAK and GJKKO.
In fact, the BKH supervisory officers have not submitted any evidence implicating any investigator, prosecutor, judge or their family members, exposing them in every communication.
Altin Dumani himself stated this in December 2022, when he was elected head of SPAK, and said that during the 3 years of leadership by Arben Kraja, the law to monitor telephone and electronic contacts of SPAK prosecutors, BKH agents and the Special Court had not been implemented, promising that he would begin monitoring them immediately.
But during the leadership of Arben Kraja; although no supervision was carried out, fictitious reports were drafted; a fictitiousness that continued for more than 2 years under the leadership of Altin Dumani, stating that there were no SPAK, BKH or GJKKO officials implicated in inappropriate contacts.
This is a cover-up of illegality, since BKH and SPAK have received numerous and factual complaints about inappropriate contacts by SPAK, BKH and GJKKO officials, via their phones, private email addresses and their families, but they have also come to light during wiretapping and the investigation of several files.
We hope it's not true, but it has long been rumored that SPAK has also hidden evidence of wiretapping that is in the SKY-ECC files and that emerged from the wiretaps, seized phones and computers, which are not being used in the investigative files and are not being made public, with the excuse that they are supposedly "investigative secrets."
