The head of SPAK, Klodjan Braho, today requested a review of the legislation on criminal offenses that are under investigation by the institution he heads.
Although he stated that SPAK does not currently need significant changes in legislation, he emphasized that the scope of corruption offenses from 50 thousand new lek should be increased, as this increases the number of cases.
Vatë Staka: Your workload is very heavy. Should changes be made to the procedure, should you be relieved of the heavy workload you have?
Braho: The workload is high, it will increase further, but I think that the number of 20 prosecutors is sufficient. The good news is that we will start recruiting 40 more investigators in the BKH. It is a high number that will affect the reduction of the workload and the increase of quality. The competition process for 10 judicial police officers has also been completed. We plan to open another procedure for the OPGJ. As for the legal changes, I do not see anything wrong at this moment.
In addition to the discussions we have had before, for some criminal offenses that increase with active and passive corruption. I think the threshold of 50 thousand lek should be looked at, it should be something higher. It is a small amount and increases the burden. Even in public procurement, the threshold should be increased because it is small.
Braho's statements directly link the financial threshold for criminal offenses to the volume of cases handled by SPAK. Changing this threshold remains a concrete request from the head of the institution.
