The new agreement with the Italian company Fincantieri for shipbuilding in Pashaliman is presented as a strategic step for the maritime industry, but it brings back to mind the previous departure of the Dutch company DAMEN. The termination of that cooperation, after a successful project and the rejection of a follow-up plan, is seen as a key moment that has contributed to the weakening of the shipyard's capacities, raising questions about the sustainability of policies in this sector.
Today, an agreement was signed in Tirana for the creation of a joint venture between the Italian company Fincantieri and the state-owned Kayo company, subordinate to the Ministry of Defense, for the development of the shipbuilding and maintenance industry in the country.
The agreement was signed in the presence of Prime Minister Edi Rama and envisages the creation of a company where 51% will be owned by the Italian side and 49% by the Albanian side, with the objective of building around 10 ships during the years 2026–2030 and operating in the international market.
The project is presented as a strategic step to rebuild maritime capacities in Pashaliman, but in essence it brings back to mind a previous history of cooperation that ended without a clear public explanation and with consequences for the local industry.
It is about the partnership with the Dutch company DAMEN Shipyards, one of the largest shipbuilders in Europe, which had established a functional cooperation model with the Albanian Naval Force.
First-rank captain Artur Meçollari has denounced several times how the Dutch were expelled to open the door for the Italians.
More specifically, between 2008-2014, four “Stan Patrol 4207” class patrol vessels were built through a partnership with DAMEN, three of which were built at the Pashaliman Shipyard itself. The project was also financially supported by the Dutch government with a grant of 12 million euros and was accompanied by investments in infrastructure and training of Albanian staff.
At the end of this project, in 2014, DAMEN presented a detailed business plan for the continuation of the cooperation. This plan envisaged the creation of a joint venture for the production and maintenance of ships for the Navy, as well as production for third markets, turning Pasalimani into a regional center of the maritime industry.
However, according to the data, the Ministry of Defense did not approve this project, effectively interrupting the continuation of the cooperation. This rejection is considered the first moment of DAMEN's departure from Albania.
Subsequent developments deepened this disconnect. In 2015, the Pashaliman Shipyard was removed from the Navy structure and turned into a self-financing entity, with the argument that it would enter the international market. In practice, according to available data, this did not happen. On the contrary, the shipyard's capacities were significantly reduced over the years, both in staff and in activity.
Meanwhile, DAMEN representatives made several attempts to restore cooperation, including visits to the Ministry of Defense and high-level meetings, such as the one in 2019 by the company's CEO. However, these contacts did not produce any concrete results.
Another key moment was in 2022, when the company was called upon to conduct a technical assessment of the ships' condition as part of a modernization project. This process also remained without a clear public follow-up.
According to the data, the final departure of DAMEN was consolidated in 2025, when the Ministry of Defense oriented cooperation towards Italy and the company Fincantieri. During this period, agreements were also signed for the supply of ships used by the Italian navy, marking a clear change in strategy.
In parallel, there were also attempts to direct investment towards other areas, such as Porto Romano, which was not accepted by the Dutch company, which had focused its plan on Pasalimani.
Against this background, the agreement signed today with Fincantieri is seen by critics as a project that builds on a history of interrupted cooperation, where one existing industrial model was replaced with another, without a detailed public analysis of the reasons and costs of this change.
While the government presents the agreement as a step towards modernization and industrial development, it remains unclear whether this new model will manage to restore lost capacities and ensure sustainable development for the Pashaliman shipyard, or whether the cycle of projects launched and discontinued in this sector will be repeated. / Pamphlet
